From the Associate Editor-in-Chief AUGUST 2016 DOI. No. 10.1109/MAES.2016.168000 I 'll begin with a couple of administrative items. First, IEEE is considering a change to its constitution. Before you all rush to your spare room to see if the new coat of off-white semi-gloss on the walls is still tacky, please read just a little further. Believe it or don't, this change is actually more than just org-chart poker or a change of logo: it has heavy impact on how IEEE will do business going forward and how the Societies (like AESS) fit in the governance picture. Please visit https://www.ieee.org/about/corporate/election/2016_constitutional_amendment.html to read all about it, and especially please note the "Statement in Support" and the "Statements in Opposition." There are arguments both ways, and there are many people on both sides of the issue. Several IEEE Societies have made motions against the proposal, and our own AES Society Board of Governors struggled whether to do so as well. Many AES BoG members expressed concern, while some offered strong support. Anyway, just like it was in the UK in June, and just like it will be in my United States in November, the People need to make an informed choice on a difficult matter. "People," here, means: You, the IEEE memPeter Willett bers. There will be a ballot distributed in the middle of August. Please do vote. This one is fairly important. The second item is no less important but a lot more fun: the results of the recent election to the AESS Board of Governors. The six you see pictured below have been elected (by you) to the BoG for three-year terms starting January 2017. From left, we have Fabiola Colone (University of Rome "La Sapienza" in Italy), Darin Dunham (Lockheed-Martin), Fredrik Gustafsson (Linkoping University in Sweden), Bob Rassa (Raytheon), Bill Walsh (Naval Surface Warfare Center) and Jason Williams (Defence Science and Technology Group in Australia). Dr. Yakov Shifrin AUGUST 2016 In 2013 the Indian Space Research Organization (ISRO) launched its first mission to Mars; it has been in orbit around the planet for almost two years. ISRO's engineers describe the orbiter's telecommand software. We also host a readable lesson on Statistical Antenna Theory from Yakov Shifrin (pictured) from Kharkov University in the Ukraine. Dr. Shifrin is the 2015 winner of the prestigious Pioneer Award for "Founding Contributions to Modern Radio Physics and Statistical Antenna Theory." And we have all witnessed UAVs (and more UAVs) in the skies around homes and workplaces; how are they controlled? A team from Lisbon tells us how extant cellular systems may hold the key. Last November University College London (UCL) hosted a forward-looking workshop on emerging (and conceived) advances in radar and remote sensing. The attendees were a Who's-Who of radar engineers, and an article from Hugh Griffiths and Clayton Stewart tells us about it. And finally we have a Student Highlight exactly as one should be, a really interesting précis from Strathlyde of Domenico Gaglione's PhD work on automatic identification of helicopters based on micro-Doppler signature.
