OTH Radar Phenomenology

CONCLUSION
In this overview we have set out to demonstrate the importance
of employing phenomenological models commensurate with the
sophistication of the radar. As one thread of our argument we have
described a variety of phenomena that write their characteristic
signatures on reflected radio waves with sufficient strength as to
render them detectable to the modern HF radar. We dare to assert
that awareness of these and other similar radar capabilities is far
from universal. The examples we have presented certainly do not
exhaust the possibilities.
The second strand of our argument is that there is a strong
nexus between the phenomenology and radar design, radar siting, radar signal processing, and the dynamics of radar mission
scheduling and parameter selection. In order to harness effectively
the extraordinary capabilities of their signal generation, radiation,
reception and processing facilities, modern HF radars need to be
guided by commensurate phenomenological models.
