EASA
A new service by the European Aviation Safety Agency was introduced in November on its website. A so-called “Rulemaking Inquiry” form allows the public to inquire about regulations in process, or which are needed by the industry. Unfortunately, at this point, there is no clear scope for this function provided by EASA.

You may have heard about the European version of the GPS system. It is called Galileo and should be operational in due course. Below is information helpful to understand the new system approaching in Europe. What is Galileo? Galileo is the European program for a global satellite navigation system under civil control. The final solution will consist of 30 GIOVE satellites, the associated ground infrastructure and regional/local augmentations. However, this will not happen until 2020. First operational services will not be provided before 2014 and are based on 18 satellites. The final solution will offer five services: 1. Open service. 2. Commercial service. 3. Safety-of-life. 4. Public regulated service (secure). 5. Search and rescue service. The Galileo open service (OS) will be available free of user charge for anyone operating a compatible receiver. The Galileo safety of life (SoL) service will be offered and guaranteed to the critical transport community (aviation, maritime), delivering enhanced performance,

including integrity function such as warning of system malfunction. This service will be certified against SBAS standards of the International Civil Aviation Organization in 2009. Galileo commercial service (CS) provides access to two additional signals to allow for a higher data throughput rate and to enable users to improve accuracy. Galileo public regulated service (PRS) provides position and timing to specific users requiring a high continuity of service with controlled access. What is EGNOS? EGNOS (European Geostationary Navigation Overlay Service) is the European satellitebased augmentation system that enhances the GPS signals. This system is similar to WAAS in the U.S. Correction data provided by EGNOS improves the accuracy of the current GPS signals from 10 meters to 2 meters. EGNOS provides three high-performance navigation and positioning services. Those services are: 1. Open service (since October 2009). 2. Safety-of-life (since March 2011). 3. EGNOS data access server - EDAS (as of 2011). EDAS, which is currently available on an experimental basis, is a ground-based access to EGNOS data disseminating those data in real time and is the single point of access for the data collected by EGNOS infrastructure. EDAS provides as follows: • Raw GPS, GLONASS and EGNOS GEO observations and navigation data. • EGNOS augmentation messages. • EGNOS air traffic control messages containing EGNOS, GPS and GLONASS status information and almanacs. The EGNOS coverage area includes most European states and has the built-in capacity to be extended to other regions.
