PCT is one way of satisfying the practical component of aircraft type rating training for B1 and B2 licensed aircraft maintenance engineers’ licenses. The other methods are practical on course, on-the-job training (Part 66 acceptable means of compliance/guidance material document) and permitted training (AC 66-1). An amended version of AMC/GM CASR Part 145 – Approved Maintenance Organization Requirements, has been posted to the CASA website. As per procedures outlined in annex 12E – approval of additional acceptable means of compliance of the standards development manual, an amendment has been approved to the CASR Part 145 AMC/GM material to remove an incorrect reference to the authorization of staff making maintenance certifications for specialist maintenance. An amended CASR Part 66 AMC/ GM Continuing Airworthiness – Aircraft Engineer Licenses and Ratings, has been posted to the CASA website. As per procedures outlined in annex 12E – approval of additional acceptable means of compliance of the standards development manual, an amendment has been approved to the CASR Part 66 AMC/GM material to provide further clarification on what can be constituted as a simple test of an avionics LRU by a Part 66 B1 license holder. Transport Canada Acceptable Means of Compliance for Wireless Installations
The following information is from the Transport Canada Civil Aviation website. QUESTION: What is Transport Canada’s position with regard to the use of RTCA DO-313 as one acceptable means of compliance for installation of non-essential, non-required aircraft cabin systems and equipment, particularly wireless systems? ANSWER: TCCA accepts the use of RTCA DO-294 and DO-307 as guidance material for the purpose of the airworthiness approval of wireless systems installations. RTCA DO-313 entitled “Certification Guidance for Installation of Non-Essential, Non-Required Aircraft Systems and Equipment,” contains useful information that may be used in preparation of the certification plan for such systems. This RTCA document presents procedures for electromagnetic compatibility testing, system safety assessment, electrical load analysis that are considered to be acceptable means of compliance for non-required equipment installations, and refers to RTCA DO-294 “Guidance on Allowing Transmitting Portable Electronic Devices,” and DO-307 “Aircraft Design and Certification for Portable Electronic Device Tolerance.” Although the Canadian Aviation Regulations are different from the FAA FAR 91 operating regulations that are quoted in DO-313 concerning installation of wireless cabin systems, TCCA accepts the use of RTCA DO-294 and DO-307 as guidance material for the purpose of the airworthiness approval of wireless systems installations. At the present time, TCCA cautions that the acceptability of RTCA DO-313 as one acceptable means of compliance is limited to the electrical elements of the installation and does not extend to other disciplines, such as the structural aspects. q
