should be well-reasoned, reflect an understanding of the government’s goals, and above-all, offer recommendations of methods to accomplish the government’s goals… methods that are compatible with the needs of the regulated industry. There is a prime opportunity to practice this idea – critically reading a proposed rule and providing the government with meaningful guidance – in the FAA’s proposed revisions to the repair station rules. Under the current system, it is possible for a repair station to have a class rating under instrument or radio ratings. Unfortunately, the current ratings system does not adequately reflect the nature of avionics. The proposed rule would amalgamate all of the ratings other than airframe, powerplant and propeller and place them into a single rating known as component. Then, the repair station would identify the eligible components in a capabilities list. Unfortunately, this proposal is rife with problems, including a proposed system for changing capabilities that is overly burdensome and adds new unnecessary hurdles. There is no real safety benefit

offered in the proposal to justify the new burdens.
