License to Provide Certifications for Completion of Maintenance under the Civil Aviation Regulations 1988. • AMC/GM CASR Part 147 – Maintenance Training Organizations. CASA also has advised that Consultation Draft for Subpart 21.J of CASR 1998 – approved design organizations has been published and is now available for comment. All comments should be sent via CASA’s online response form, accessible from the CASR Part 21 Subpart J project page, by the close of business on Nov. 30, 2012. CASA also published Draft AC 11-3(0) – electronically formatted certifications, records and management systems for comment and review.

ICAO statistics show that, as of 2012, almost 400 international airports worldwide have LPV approaches approved. The long-term goal is for PBN implementation through the complete flight profile. PBN STANDARDS PBN adopts the standards developed by states for required navigation performance that allows an aircraft to fly a specific path between two 3-D-defined points in space. Additionally, PBN requires a vertical navigation component for departures and approaches. RNP systems are fundamentally similar to area-navigation. The key difference between them is the requirement for onboard performance monitoring and alerting. A navigation specification that includes a requirement for onboard navigation performance monitoring and alerting is referred to as an RNP specification. One not having such a requirement is referred to as an RNAV specification. RNP also refers to the level of performance required for a specific procedure or a specific block of airspace. An RNP of 10 means that a navigation system must be able to calculate its position to within a circle with a radius of 10 nautical miles. An RNP of 0.3 means the aircraft navigation system must be able to calculate its position to within a circle with a radius of 3-tenths of a nautical mile. The highest-performing type of PBN procedure is RNP AR (authorization required), which offers the most benefit to users by allowing for predetermined curved flight paths that optiContinued on following page

A Report from the ICAO PBN Symposium
The International Civil Aviation Organization Performancebased Navigation Symposium occurred Oct. 15-19, 2012, at the ICAO headquarters in Montreal, Canada. More than 300 delegates from member states, civil aviation authorities, air navigation service providers, air operators and the avionics industry were in attendance. They were there to present the status of worldwide implementation of PBN; discuss issues that have arisen and possible solutions; and prepare recommendations to be presented at the ICAO Air Navigation Conference. BACKGROUND Performance-based navigation is the global term adopted by ICAO for autonomous navigation of aircraft, independent of ground-based navigation aids, such that flight profiles for departures, en route segments and approaches may be optimized based on the equipment and performance capabilities of the aircraft. This includes the design of departures and approaches in hilly terrain surrounding airports that would otherwise not be possible using conventional navigation aids. ICAO’s mid-term goal is for member states to implement PBN with vertical guidance for approaches at 70 percent of the
