to accomplish stated tasks. Such instruction also decreases the potential for liability, even while an employee is working within the scope of his employment, simply by making the employee a better and safer worker. Thus, it makes sense to have a separate place to maintain written procedures for your business – those procedures that are unrelated to the requirements of Part 145. What sort of procedures should be found in the procedures manual? Any procedure that reflects the way you want your business to run. Each handbook should be tailored to the idiosyncrasies of a particular business, but here are a few suggestions to get you started. The handbook should explain the roles, duties and best practices for each position. This step ensures that each similarly-situated employee is doing his or her tasks in the same fashion as the next. It also allows for expedited training of new hires and can help ease transitions to new positions within the organization. The duties and responsibilities should be clearly articulated so that not only does each employee know what is expected, but also what is not expected (because the responsibility is assigned to someone else). A similar requirement exists in the Part 145 manual requirements, and the policy rationale is the same: a clear delineation of responsibility in order to ensure that employees accomplish their responsibilities and obligations. The handbook should explain the procedures for reporting and resolving issues that arise in the course of business. Employees

should know which supervisor they should report accidents, injuries or workplace misconduct. By having a chain of command structure and conflict resolution system in place, a company can limit its potential liability by ensuring each incident is dealt with quickly, efficiently and transparently. Confusion about reporting, on the other hand, can delay the appropriate persons from gaining the requisite knowledge to accomplish a remedy. Aside from those generalities, a robust set of procedures for how to accomplish day-to-day tasks, and limits on the company’s expectations, can be useful as well. The procedures manual should be a liv-

ing document that can serve as the location for new procedures, as the need for those new procedures is recognized. Finally, be sure to write reasonable procedures that can be followed and enforce compliance with the manual.
