resilient and has enabled us to handle a huge array of new products and capabilities as industry has developed them. We like to have standards for new technology to streamline the review and approval process, but we also handle many new capabilities through special

conditions where the regulations don’t cover the issue and by documenting means of compliance in issue papers. Our goal is to have rules that are performancebased rather than prescriptive or focused on a specific design. For example, when the rules were first written, no one imagined a touchscreen control and display interface, but our regulatory framework has allowed us to approve these designs.

is the Faa considering any changes to this regulatory framework at this time? Last year, the FAA established an aviation rulemaking committee comprised of members from the aviation community and other aviation authorities to update Part 23 of the Federal Aviation Regulations. As you may know, Part 23 covers a wide range of aircraft, ranging from simple, piston-powered airplanes to highly complex twin-engine jets. The ARC hopes to enhance safety and encourage innovation by streamlining the process for certifying new safety technologies, while also lowering the costs of developing new products. One approach may be to clearly define the performance safety standard in the rule while separating out the prescriptive design standard into a different set of documents, which the FAA would retain control and management. The ARC will meet throughout 2012, and final recommendations should be sent to the FAA in the spring of 2013, where they will be considered in final rulemaking. Harmonization of Faa policies with those of other regulatory bodies (i.e., international Civil aviation organization, european aviation safety agency) often appears to u.s. observers to be a one-way process: Faa rules are changed to accommodate. this is especially true when considering certifying aftermarket avionics installations. How has the Faa attempted to work with overseas regulators to harmonize its policies and streamline introduction of new products and technologies into existing, nonu.s.-registered aircraft? At times, their rules are issued first, but the language in the rules is often harmonized before they begin processing the rulemaking. The FAA strives to harmonize
