est discussions. However, there isn’t any room for FAA staffing growth. This didn’t resonate well with the entire membership, especially those who are struggling with FAA certification resources. And, when Hickey was asked about more utilization of designees, he responded that the agency approaches these initiatives conservatively. Political history has proven that any failure resulting from a delegated authority reverses the expansion and causes years of retreat. Not everyone appreciated Hickey’s presentation, but it was exactly what we asked for. He gave our association marching orders: We cannot continue to rely on ever-available resources within the agency; the industry must find options and recommendations to improve the efficiencies of product certification; and finally, if technology is to continue to grow and drive the economy, we need to educate our political leaders on the FAA’s role in advancing aerospace technology. As our business partners, the best aerospace technology in the world is nothing more than a fancy paperweight without the certification and approval of the FAA and other national aviation authorities. The Aircraft Certification Service, as well as the Small Airplane Directorate, were represented by Earl Lawrence, manager of the Small Airplane Directorate. In representing AIR, Lawrence noted that the fiscal year 2012 budget is about 0.7 percent more than the 2011 budget. However, industry should not be expecting a large FAA staffing increase to parallel the industry recovery, and it must continue to leverage delegation. He emphasized that the agency concurs the level of involvement must be risk driven. In addition, his presentation included an update on sequencing, a work-flow management tool used to manage the FAA’s internal work flow, which is not unlike industry’s customer workflow management. The standard operating procedure is currently available for comment and due October 2012. Prior comments have already prompted a review of the internal audit to ensure standardized use and ensure the program’s decisions meet its common intent. A revised SOP is expected at the end of 2012 with a goal of improving the overall pace of certification. Lawrence also said we must work together to do better, both internal and external, and managed risk should dictate level of involvement. The FAA intends to leverage delegation and industry experience with a long-term goal of improving safety and reducing the cost of certification. ate by stating the “FAA is focused on establishing design standards based on a safety continuum that allows us to balance the level of certitude with the appropriate level of safety and acceptable risk. The anticipated operation of the airplane plays a major role in establishing this continuum. This focus has already served us well with our application of risk-based techniques to 23.1309 compliance for avionics equipment in Part 23 (aircraft).

We also have equipment that ranges from uncertified advisory systems to aid pilot decision making, to fully integrated FMS display systems on large transports. Each is certified according to its function, intended use and intended segment of operation (recreational or commercial). “Our expectation for the airplanes on the lower end of the scale is that they will be safe. That is not debatable. However, we also know as we move up the scale, there is a larger amount of risk that needs to be managed. Therefore, we will add additional certification requirements, which will apply the appropriate level of safety for these higher risk operations.” Lawrence concluded his presentation by discussing our exciting future. In his view, the future will bring a new Part 23 regulatory structure, new vehicle concepts including electric aircraft and 4-D flight path control with greater integration, automation and portability.
