For instance, in March 2011, Transport Canada issued guidance material for aircraft owners and air operators regarding airworthiness and operational approval in relation to ADS-B. Transport Canada subscribes to the philosophy driving these initiatives. Modernization efforts are becoming increasingly important as traffic levels continue to rise. Is Transport Canada considering any changes to this regulatory framework at this time? Technology advances have not really challenged Transport Canada’s regulatory framework. We celebrated the Canadian Centennial of Flight Project in 2009, and there have been many improvements in 100 years. In addition, the department holds regular consultations with the industry.
What can industry do to make coming changes easier on it and Transport Canada? The responsibility for safety is shared between the industry and Transport Canada. I have always found that open and candid communication between the two parties is key. If the industry understands the true intent of the regulations and standards, and have a well-thought proposal, both parties can work collaboratively for a jointly acceptable solution. A key priority for us is to strengthen our working relationships with the aviation community and increase trust and confidence in the aviation safety program and the work we do. The future of aviation in Canada demands a healthy working relationship between government and industry; it requires regular, open and transparent communication. This is how we will move forward throughout the policy and regulatory development process. We are committed to stimulating healthy discussions. q
