The FAA’s Rotorcraft Directorate was represented by Jorge Castillo, regulations and policy manager. Castillo highlighted the overall commitment for a clear path to certification, while maintaining the appropriate regulations with a focus on safety and proper regulatory balance. At the same time, it makes every effort to respond to the changing market and technology. It attempts to leverage delegation where appropriate and streamline certification. He acknowledged the demand that NextGen is going to put on the Directorate’s resources. And, more than anything else, he highlighted support of the International Helicopter Safety Team goal to reduce the worldwide helicopter accident rate by 80 percent. systems and goggles. His message highlighted the concern regarding NVG usage increasing in rotorcraft. He discussed the subsequent modifications to NVIS-equipped aircraft and the need to ensure airframe modifications are compatible with the NVIS STC. He also highlighted the maintenance of NVIS-equipped aircraft and the need to follow installation instructions. He warned us not to introduce non-NVIS compatible lighting and to maintain NVIS compatibility when changing LRUs. It is important to transfer NVIS filters to new LRUs, and he encouraged the industry to develop special part numbers for NVIS compatible LRUs.
