In particular, the following items must be included in the demonstration of compliance: • Ensure the repair complies with the certification basis, that no interference with mating or adjacent hardware occurs and the repaired product performs its intended function. • Demonstrate the repair can be manufactured and installed on the aeronautical product in compliance with pertinent drawings and/or instructions. • Demonstrate the operating and maintenance instructions, if affected, provide adequate information for safe operation and continuing airworthiness of the repaired product. Transport Canada Reviews NPA to Amend Cockpit Voice Recorder Requirements
In 2011, Transport Canada Civil Aviation issued Notice of Proposed Amendment 2011-010, to implement updated standards for cockpit voice recorders. The International Civil Aviation Organization has published revisions to annex 6 of the Convention on International Civil Aviation, and the U.S. Federal Aviation Administration has published amendments to the Federal Aviation Regulations for both aircraft design and certifica-

tion standards and operating regulations. This proposed amendment would increase the duration of CVR recordings; require physical separation of the CVR and flight data recorder when both are required; require a dedicated independent power supply for the CVR, to power the CVR and cockpit area microphone for a period of 10 minutes whenever normal aircraft power sources to the CVR are interrupted; and if datalink communication equipment is installed, require all datalink communications received on an aircraft be recorded. These proposed requirements would affect certain Canadian commuter and transport category airplanes, transport category rotorcraft and multi-engine turbine-powered airplanes configured for six or more passenger seats and for when more than one pilot is required by the airplane type certificate or by the subpart of the CARs under which the airplane is operated. NPA 2011-010 was presented to the CARAC Technical Committee in September 2011, and a working group was formed to review the proposal. TCCA plans to present a revised NPA at the CARAC Technical Committee scheduled in September 2012. Assuming agreement will be reached at the meeting, it is anticipated that a CAR amendment will be published in 2013. TCCA had planned for a CAR amendment in 2012 with a compliance in-force date of Jan. 1, 2016, which would meet ICAO requirements, but acknowledged that a delayed amendment date may result in not meeting the ICAO target date. The FAA mandated its revised CVR requirements for operators by April 7, 2012.

News & Regulatory Updates
AEA Members Interested in an Executive Director Decision
ED 2012/004/R published in April contained a number of new AMCs and guidance material for Part 145, 147, M and 66 relating to training and involvement of licensed personnel in maintenance. One important topic was the creation of a B3 license, which specifically addresses licenses valid on non-complex aircraft of 2,000 kg or less maximum take-off mass. The AEA has played an important part in developing and defining the contents of this general aviation focused license. Other topics include clarification on the privileges of B1 and B2 aircraft license holders and revised standards to demonstrate compliance with knowledge and experience requirements. The decision will enter into force Aug. 1, 2012.

The Australian Civil Aviation Safety Authority advised that the Draft CAAP 51-1(2) – Defect Reports, which was published May 17, 2012, has been temporarily removed and will be republished at a later date. In addition, Advisory Circular–AC 147-2(1)–Approved Part 147 Training Organizations, has been amended and published.
