Plotting the risk profile on a surveillance interval matrix will provide a planned surveillance interval of one year (high-risk and/or high-impact organizations) to five years (low-risk and/or low-impact organizations). Organizations that are not required to have a safety management system will only be subject to PVIs as a planned surveillance activity, whereas SMS-compliant organizations will be subject to both PVIs and assessments. It is anticipated this new policy will result in a longer surveillance interval for most Canadian AEAmember approved maintenance organizations and manufacturers.

For all operations except CAR 705, there is provision for relief from TAWS for day visual flight rules operations. Equipage of airplanes with a ground proximity warning system will no longer be acceptable after July 4, 2014. European Aviation Safety Agency
In early July, EASA published the last bulk amendment of ETSO Standards, called Amendment 7. Unlike the Federal Aviation Administration, which is issuing individual TSOs, EASA is issuing such amendments as a bulk amendment with a number of individual ETSOs included. This time, it was a lot of 21 ETSOs that either had been amended with new text or had been created new. Among the ETSOs are C126a for 406 MHz ELTs which is now harmonized with FAA TSO, C154c for UAT ADS-B equipment, C157a for FIS-B data link systems, C159a for the airborne iridium satellite transceiver for voice and data, C161a for the equivalent to the LAAS ground-based augmentation system, C166b in regards to the extended squitter ADS-B and TIS-B Equipment, C170 for HF transceiver, C179a

Transport Canada Implements New Surveillance Policy
TCCA has adopted a standardized, risk-based approach to planning surveillance activities across all operational areas, taking into account all available safety information regarding TCCA-approved organizations. Surveillance activities include assessments and program validation inspections. Planned surveillance intervals will range from one year for high-risk and/or high-impact organizations to five years for low-risk and/or low-impact organizations. Surveillance intervals will be based on the risk profile of the organization and operation. The risk profile is a combination of the likelihood that the certificated organization is managing risks to an acceptable level of safety and compliance, and a determination of the impact of the certificated organization on the aviation
