or overly burdensome. The issue unequivocally is
that TCCA does not hold foreign competitors to the
same standards. This view was universal across all
stakeholders represented. AEA members in Canada
have been expressing concerns about the ability of
members to remain competitive in this regulatory
environment for 15 to 20 years. These concerns
have fallen on deaf ears until this meeting with
Minister Fletcher.
Another point all parties appeared to agree on was
the absolute disconnect between Transport Canada
headquarters in Ottawa and the Transport Canada regions. The minister was advised that this has been the
case for many years. There is some recently guarded
optimism that the latest organizational restructuring
may finally address this disconnect, but nobody in
the industry is holding their breath. TCCA has been
in an almost constant state of reorganization for the
last 20 years, a fact that was identified as problematic
to its relationship with the industry.
Subsequent to the round-table meeting, the AEA
submitted a letter to Fletcher with a summary of the
issues that had been previously raised with TCCA
headquarters officials. Items of particular concern
were identified as follows:

Approval of data for major modifications.
TCCA oversight of foreign modifications to
Canadian-registered aircraft.
The requirement for an STC revision in order
to revise a flight manual supplement.
The installation of Class B TAWS as a major
modification using specified data, rather than
it being necessary to obtain an STC.
Lengthy delays in response to TCCA regional
requests for headquarters policy on STC applications.

The AEA will be following up with TCCA on
these issues, and it is hoped that TCCA officials
will be able to provide responses and solutions at
the upcoming AEA Canada Regional Meeting, Aug.
27-28, in Ottawa.

Australia
The Australian government’s Civil Aviation Safety
Authority advised that a point of clarification to NFRM
1105AS – CNS/ATM Plan for this Decade-Aircraft
avionics equipage mandates for satellite-based IFR
navigation, Mode S/ADS-B transponders and forward
fitment of TCAS II Version 7.1 has been published. It
also has published a final Advisory Circular – AC 2136(1) – Global Navigation Satellite System Equipment:
Airworthiness Guidelines.
Both of these documents can be found on the CASA
website at www.casa.gov.au.

2013 EASA Certification Workshop With
Industry Representatives
On Jan. 24, 2013, I attended a meeting on behalf
of the Aircraft Electronics Association in Cologne,
Germany. The European Aviation Safety Agency Certification Workshop with Industry Representatives took
place for the third time. Invited were Industry representatives from all around the world, including Airbus,
Rolls-Royce, Dassault, Hawker-Beechcraft, Eurocopter, Agusta-Westland, Pilatus, Honeywell, Thales,
Rockwell Collins, the General Aviation Manufacturers
