Topics of the meeting were similar to the DOA
Workshop in November 2012, except they were
slightly updated and more related to large groups of
industries or industry representations.
The agenda of the meeting included the following
topics:

A general update on certification topics, which
included information on the last developments
and future challenges.
The changes to the administrative handling of
certification projects (LOI).
A rulemaking update.
A number of presentations from the industry,
including GAMA and ASD.
An update on certification memoranda.
EASA level of involvement in product certification.
An update on the international cooperation, specifically the bilateral agreement with the U.S.
Industry feedback on the technical implementation procedure to the bilateral agreement.
And finally, the internal occurrence reporting
system, IORS.

EASA explained the status of new electronic applications. In the future, the applicant will be able to use
an online application tool to apply for type certificate
and supplemental type certificate or major repairs by
entering the related application data directly into the
EASA database. That same tool also will be able to
allow the self-management of the applicant contact
details and provide a project status monitoring. It also
will support invoicing in the future. The initial test
phase will start in the first quarter of this year.
EASA indicated it is going to clean its open project
list. It is the intention of EASA not only to identify
open projects, but also to charge applicants for such
legacy projects with the continuation fee, which is
the application fee for each 12-month period after the
initial application. AEA members are urged to identify

such legacy projects and identify to EASA if they
have to be cancelled to avoid unnecessary financial burden.
Another subject presented was the certification
program, which is now required to be prepared and
submitted by each applicant for a major change or
STC. This certification program was part of the
update of Part 21 in the last amendment and reissue identified in the EU Regulation EC 748/2012
late last year. It defines key information that must
be provided at the start and updated throughout the
project to keep EASA informed about the contents
and status of the project.
This last change to the EU regulation also
included a few updates in regards to European
Light Aircraft 1 with a maximum take-off mass of
1,200 kilograms or less not classified as a complex
motor-powered aircraft. These updates provide
new, relaxed rules about certification projects on
such aircraft.
Of highest interest to the general aviation community may be the new rule 21.A.90B, which
addresses a new type of change. This standard
change allows an organization to follow design
data included in a new set of certification specifications issued by the agency. Such standard
change is applicable to airplanes of 5,700 kilograms MTOM or less, rotorcraft of 3,175 kilograms MTOM or less, and sailplanes, powered
sailplanes, balloons and airships as defined in
ELA1 and ELA2 (2,000 kilograms MTOM or
below). This new certification specification will be
developed during the next two years. The intention
is to provide accepted data that might be based on
the FAA AC 43.13 documents and allow an organization to perform a change and provide instruction
for continued airworthiness without the agency or
a DOA being involved.
Explained was a new privilege that had been
introduced with EC 748/2012. This DOA privilege
is about the approval of minor changes to flight
manuals. The previous privilege only allowed the
introduction of minor wording changes and typos.
The revised privilege (must be applied) allows the
DOA to perform minor changes to the sections that
