have a small bench shop where we take on limited repairs,
mostly to company equipment.”
When the shop runs into issues with sourcing or scheduling,
the technicians still call on local avionics shops for assistance.
Working with SMS
Transport Canada’s mandated safety management system
introduced a few years ago deeply affects the organization.
Designed to help companies manage safety risk, the approach
provides structure and accountability, policies and procedures.
Overall, Van Reede and his team like having the system in place.
“From procedures manuals to investigations involving aircraft
components to hangar floor safety, we play an active role,” Van
Reede explained. “With the QA (quality assurance) department,
we track and analyze avionics reliability data produced by the
SMS, make product decisions based on it, or use it to show the
need for updated avionics, additional personnel or increased
training. Every member of the shop has access to the SMS and
contributes. Information distribution is based out of the SMS,
where memos and other time-sensitive documents are emailed to
all employees, even all of our MSDS (material safety data sheets)
information. While the learning curve was high and it took a
while to catch on, it is proving to be beneficial and effective.”

sinking below minus 40 degrees Celsius. In such extreme conditions, older equipment often works better.
“The older equipment was proven in the extreme conditions we operate, but the newer avionics are not as robust,” Van
Reede said. “We still run the Sperry C-11B compass system
due to its proven reliability at both North and South poles, but
they are becoming increasingly hard to source and repair to the
extent that we need them. If there is even the slightest problem
with a gyro system, it will be found when we operate at the
poles and in the extreme low temperatures. Most of our aircraft
still run steam-driven airspeed indicators and altimeters, and HF
communication is still very important to us. We also still operate
dual ADFs in most of the fleet, as this is still a primary means of
navigation in northern Canada.”
Extreme operations also mean every purchase must be well
thought.
“We must be careful when selecting new avionics as we
strive for fleet-wide solutions, so the system upgrades must be
straight forward to integrate in a short period of time over a
number of different aircraft, as well as work with our other older
analog systems,” Van Reede continued. “They must be robust
and able to operate in cold temperatures, yet simple enough to
accommodate troubleshooting in the field without carrying a
large amount of spares.”
Whether customers need aircraft for smoke jumping, supplying polar research teams, surveying broad swaths of forest, or
transporting patients to a hospital, KBAL’s highly specialized
flight and maintenance crews help make it all possible. Under
the most punishing conditions, they use a fair amount of ingenuity and creativity to get it all done. q
