Patrick Ky Appointed New EASA
Executive Director
On March 13, the Management Board of the European Aviation
Safety Agency announced the appointment of Patrick Ky as executive director of EASA effective Sept. 1, 2013.
Ky is currently executive director of the Single European Sky
Air Traffic Management Research (SESAR) Joint Undertaking.
Ky will succeed Patrick Goudou, who has been executive director of EASA since its creation in September 2003 and whose term
ends on Aug. 31, 2013.
Prior to leading SESAR, Ky held different managerial positions
in the French Civil Aviation Authority, a consulting company, and
EUROCONTROL. In 2004, he joined the European Commission
to work on SESAR.
In total, Ky has more than 23 years of work experience in
civil aviation. A graduate from Ecole Polytechnique and the Civil
Aviation Engineering School in France, Ky also earned degrees in
economics from the University of Toulouse and the Massachusetts
Institute of Technology.

EASA Issues NPA 2013-01
EASA recently issued the NPA (notice of proposed amendment)
2013-01, which introduces a proposal to amend Part 145 and
Part M (CAMO) with “extensive changes” addressing the implementation of the safety management system.
The changes to Section A of the requirement (technical requirement) focus mainly on the creation
of streamlined, consolidated management system requirements
that, while building upon existing quality systems, improve consistency in organizational approvals and introduce additional requirements related to hazard identification, risk evaluation and effective
risk mitigation. EASA has further indicated that as part of these
changes, all items related to human factors have been reviewed
and complemented where necessary. The proposed management
system framework is addressing all elements of ICAO SMS
framework as per draft Annex 19 and the State Safety Program in
the field of airworthiness. The NPA also includes a proposal for
transition measures for organizations and authorities to implement
the new requirements.
As part of this NPA, EASA also identified that Part 66 (licensing) and Part 147 (technical training) will be candidates of a second
NPA to be issued in the future, and it will be a consequence of the
issue and contents of this NPA.

The deadline for the submission of formal comments was
April 22.
Another similar NPA that is intended to amend EC748/2012
on initial airworthiness (Part 21) also is in the pipeline. The
related NPA is planned to be issued in late 2013.
To support its commitment to prepare for an easier approach
to certification on European light aircraft, EASA has recently
issued a new proposed certification memorandum on the
“Installation of parts and appliances without an EASA Form 1
in ELA.”
The document with the designation CM-21.A-K-001 provides guidance for the implementation of the possibility for
owners of ELA aircraft to accept certain not-safety critical parts
for installation without an EASA Form 1. It is important to
understand parts and appliances that come without an EASA
Form 1 are not subject to production control in accordance with
Part 21 Subpart F or G. Potential negative safety impact due to
the absence of regulated production is mitigated by limiting the
concept to nonsafety critical parts and appliances. In addition,
parts and appliances without an EASA Form 1 can be considered acceptable for installation by the owner of the aircraft only
when they are:
• Not life-limited, nor part of primary structure, nor part
of the flight controls.
• Manufactured in conformity to applicable design.
• Marked in accordance with Part 21, Subpart Q.
• Identified for installation in the specific aircraft.
An ELA aircraft means the following manned European
light aircraft:
1. An airplane with a maximum take-off mass (MTOM)
of 2,000 kilograms or less, which is not classified as
complex motor-powered.
2. A sailplane or powered sailplane of 2,000 kilogram
MTOM or less.
3. A ballon.
4. A hot-air airship.
5. A gas airship.
6. A very light rotorcraft.

Civil Aviation Safety Authority
The Australian government’s Civil Aviation Safety Authority
has revised Advisory Circular 147-2(3): Approved Part 147
Training Organizations, and it includes shading where updates
have been made.
