What is your role as president of AOPA Australia?
It is one of the busiest roles I have ever had, and I serve in an
unpaid honorary position. I spend a lot of time on regulatory affairs, especially discussion papers and NPRMs from CASA. This
sometimes requires face-to-face meetings and discussions. Ensuring that GA continues to be able to access controlled airspace and
the IFR system is extremely important to us. I represent AOPA at
ASTRA – the Australian Strategic Air Traffic Management Group.
I serve as deputy chair of the ASTRA Surveillance Technologies
Working Group and also attend the PBN Working Group meetings
on our behalf. AOPA Australia’s vice presidents and committee
members also are very active and represent us at several other important industry meetings, including Airservices Australia’s Pricing Consultative Committee, CASA Standards Consultative Committee and the Regional Aviation Safety Forum.
Perhaps the best part of what I do is meeting like-minded pilots
and owners and sharing our experiences. There has always been a
sense of camaraderie among the pilot community, and being part
of that is very rewarding.
Does AOPA have conferences or trade shows? Do
you have any contact with the AEA in your work?
Two years ago, we began an active program to promote general
aviation safety through seminars around Australia. So far, we have
presented these in Bendigo, Perth, Brisbane, Narromine, Adelaide
and Melbourne, and have more planned for this year. We’re looking at ideas to extend these to sponsored features that we hope
might interest AEA members, too.
Through Bruce Baxter, the AEA South Pacific regulatory consultant, we’ve developed an excellent working relationship that
we’ve put to good use, providing guidance to Australian government agencies about GA avionics and their importance in building
a modern and effective air traffic management system.
What do you think is the biggest hurdle preventing GA
IFR aircraft owners from signing up to fit ADS-B now?
The biggest problem is a lack of understanding the requirements and insufficient knowledge among GA owners about the
technology and what it can do for them. As a result, many are reluctant to fit the required new avionics ahead of the legislated dates
and are contributing to a backlog that is just plain scary. We are encouraging owners of Australian IFR GA aircraft to fit ADS-B and
PBN-compliant avionics now. They get immediate advantages by
being able to meet requirements for approach alternates, and in the
longer run, by being able to take advantage of ATC surveillance
far away from radar.
The mandate for ADS-B fitment for aircraft flying at or
above FL290 will be upon us by the end of the year.
Do you have members that fit this category? Would
these members be already equipped with ADS-B?
We have some members in this category, although the

Australian Business Aviation Association – with whom we
also have a strong relationship – specifically represents turbine business aircraft. Like many others, we are concerned
that many business jets remain to be equipped. We are particularly concerned about the potential for nonequipped aircraft to increase traffic between around FL160 and FL280
when they are denied clearances at and above FL290 from
the end of 2013.
Are your members aware of the quantity of aircraft
that must be fitted by 2017 and the possibility that
the shops may be too busy to fit them at the last
moment, not to mention the ability of the OEMs to
supply large amounts of product at the last minute?
There is quite some distance to go in getting the 2,600 Australian GA IFR aircraft equipped with ADS-B and PBN. We
have been mentioning it frequently in our magazines and at
our seminars, and we have a detailed presentation aimed at

our members about new avionics and the benefits available
now. Top of the list is the amazing ADS-B coverage available now, at 10,000 feet, where both IFR and VFR aircraft
can obtain air traffic services. AOPA worked closely with
Airservices Australia, CASA and the AEA to produce a frequently asked questions (FAQ) document containing detailed
information, which is available on the AEA, Airservices and
AOPA Australia websites.
Are your members aware of CASA’s position
regarding exemptions?
We have alerted our members to the fact that they should
not expect exemptions, but many do not seem to realize that
any failure to comply with the requirements will preclude IFR
operations. In 2013, we will be using our flagship publication,
Australian Pilot, to reinforce that message.
