What can avionics shops do to assist your members
in meeting this requirement?
The most important thing AEA members can do to help is
to continue giving knowledgeable and professional advice to
aircraft owners, especially when they see them and their aircraft for periodic inspections and maintenance. Having demonstration equipment, particularly for the new-generation GNSS
systems, or a company aircraft with a tidy installation, helps
our members considerably. Because many aircraft owners use
the Internet for basic information needs, it helps when avionics suppliers knowledgeably explain the difference between
1090ES and UAT, as most of the material online was written
for the U.S. market and UAT.
Are the individual shops doing enough to promote
and educate aircraft owners?
Most owners look to their LAMEs (licensed aircraft maintenance engineers) and other technical professionals for advice,
and I think when this is delivered impartially, it is really effective in getting them to take action to be equipped in time.
If owners get confused with the wrong information or think
they’re being caught up in a sales campaign, they tend to back
off and delay making necessary decisions. So even the most
junior avionics technician should understand the forthcoming
fitment rules and be prepared to explain it in a straightforward
way to owners that do not understand. This should not be negative, as there are plenty of benefits for Australian IFR aircraft
from ADS-B. Depending on what the owner wants to do, it may
cost less than they expect, but none of that can happen unless
they get the right advice. Publications, such as Australian Pilot,
can provide useful general guidance – and we go out of our
way to make sure that it’s right – but the best person to advise
an individual GA owner about his specific needs is a competent
LAME.
Do you think a system where an owner can buy a
future spot for ADS-B would assist?
I think that a diverse range of options for owners would be an
advantage. Our members can own exactly the same aircraft but
have completely different needs. Take two late-model Cessna
172 owners, for example: one has their airplane online for hire
and instruction at a local flying school, but the other uses their
airplane only from a rural cattle station. In the case of the first, a
reservation arrangement where the downtime can be scheduled
to align with engine overhaul the following year could be really useful, and the concept of a deposit to facilitate and can be
credited toward the installation makes good sense. The owner
on the rural property, however, will probably want to time his
installation to suit his budget and may not be so concerned if the
aircraft can’t fly IFR for a year or so; he might be less interested
in a paid reservation.

Do some avionics shops not know enough about
ADS-B, resulting in AOPA members receiving
conflicting information from different shops?
That was certainly true two years ago, but I think that getting the
fitment rules finalized has made the situation much clearer; not just
for AOPA members, but for the avionics shops and AEA members,
too. The Australian rules for GA IFR were developed with a huge
amount of industry input – in my time, at least two AEA members,
plus Bruce Baxter, have made significant contributions. It seemed
for a while the word wasn’t getting out much further than that. But
once the avionics suppliers saw the rules, there was much more interest, and owners have begun to find the advice much more consistent. I think the next big step for our friends in the avionics business
is to make sure the high level of knowledge that the principals and
seniors in each business have is transferred to the more junior staff
so that owners get the right advice from everyone they speak to,
even if it’s not the boss. The FAQ, which is on the AEA’s website,
is an excellent primer for this purpose. If I managed an avionics
business, I would make sure all my customer-facing technical staff
learned and understood it.
You’ve had personal experience fitting your aircraft
with ADS-B. How did that go? Is there something
that we, as service providers, can learn from your
experience to make us better?
Our ADS-B installation was a great success. Our avionics supplier gave us their A-team for the installation work, and all the hard
stuff, such as rewiring behind the panel and under the cabin floor
was brilliantly done – probably to a better standard than it had been
wired in the factory. We also got great advice and took advantage
of the downtime to refit other items, as well. Because we did it all
together, everything – EFIS, GNSS, ADS-B, traffic and our existing weather system, autopilot and radios – was all integrated and
worked properly on day one. Our airframe and engine LAME, who
I think is the best in the country, went out of his way to coordinate
with the avionics staff so the instrument panel and antenna mounting work was all coordinated. The paperwork needed to secure a
CAR 21M approval was quite challenging. Some of our equipment
was the first installation in Australia and needed to go to CASA,
which took longer than we thought was necessary. But the result
speaks for itself. On our last trip coast-to-coast, we were getting
VFR flight-following services at places like Ayers Rock and Birdsville – something I never thought I would see.
Interestingly, once our aircraft was equipped, several other owners
that we know had avionics upgrades done, too. Often, it’s much easier
for owners to invest if they can see and hear something positive.
