change to fall into this category where an extended
model list of aircraft from different types can be
accepted, the following criteria should be met:
• The design change is classified as minor
according to Part 21.A.91.
• A proper and detailed model list is provided.
• A common certification basis in the area of
the change can be applied.
• Commuter category is excluded.
• The design change must be a pure replacement
(“box out – box in”).
• For equipment located on the flight deck, it
must be replaced by equipment that utilizes
the same location as the equipment that was
removed.
• The validity of the modification design has
been checked and justified in writing for all
the models in the list.
• The minor classification is valid for all the
models on the list. This means the conditions
that make the classification minor are
valid for all the models (and categories),
and no limitation is invalidated (example:
installation of transponder on aircraft with
cruise TAS greater than 250 knots is major).

Civil Aviation Safety Authority
The Australian government’s Civil Aviation Safety
Authority has published the Consultation Draft for Part 61
Manual of Standards and is now available for comment.
All comments should be submitted to the project leader
via mos61@casa.gov.au no later than Aug. 2.
CASA has supplied further details regarding the
Civil Aviation Advisory Publication – CAAP 42B1(1) – CASA Maintenance Schedule, which was
previously published. This second issue of CAAP

The following conditions also apply:
• The mass of the new equipment is not
significantly higher.
• Cables and antennas have not changed
(change of the mating electrical connector
on the aircraft is accepted).
• The equipment does not add any new
functionality.
Meeting all the above conditions typically allows
acceptance of applications with extended model
list. When one or more of the above conditions
are not met, a case-by-case evaluation is possible.
In both cases, acceptance will not constitute a
precedent for any future change.

42B-1 was produced to acknowledge current LAME
license categories from Part 66 of the Civil Aviation
Safety Regulations 1998 and remove any differences
between the previous version of the CAAP and CASA
Maintenance Schedule as set in Schedule 5 of CAR
1988.
CASA also published the revised Advisory Circular
– AC 11-3(1): Electronically Formatted Certifications,
Records and Management Systems, which includes
shading where updates have been made. In addition,
Advisory Circular – AC 66-2(10): List of Aircraft Type
Ratings for CASR Part 66 Licences, has been published
and includes shading where updates have been made.

on the CASA website, which is accessible through the
