Transport Canada to Renew AWM
573.02 Exemption for Avionics Shops
In 2010, Transport Canada Civil Aviation issued an
exemption from the Airworthiness Standard 573.02 (11),
which required AMOs to establish and have approved
procedures to recertify undocumented parts. The AEA
approached TCCA in regards to this requirement and
provided data to show it was not reasonable that avionics shops need to have a specific approval to recertify
undocumented parts. The exemption to this requirement
was based on the fact that avionics shops utilize the
component maintenance manuals for the products they
would recertify, which contain sufficient information to
properly assess the airworthiness of the component.
The plan was to make a change to the Airworthiness
Standard 573 to properly identify the requirements for
recertification of undocumented parts. However, there
have been delays to this due to internal changes within
TCCA. This exemption has been renewed once since
2010, and will be renewed again early in the fall of
2013. It is likely there will be one more renewal of the
exemption prior to the appropriate changes being made
to the Airworthiness Standard 573. An exemption can
only be issued for a maximum of 18 months.

Transport Canada Issues Guidance
Material Regarding Required
Navigation Performance - Approach
Advisory Circular AC 700-023 was issued in
September to provide guidance and information to
gain operational approval for Required Navigation
Performance - Approach (RNP APCH). The approval is
given through the issuance of Ops Spec 620, and will
allow air operators and private operators to conduct
RNP approaches to lateral navigation (LNAV), lateral
navigation/vertical navigation (LNAV/VNAV), localizer
performance with vertical guidance (LPV) and localizer
performance without vertical guidance (LP) minima.
Having this authorization will also allow an operator to
gain foreign aviation authority authorization to conduct

instrument approaches designated as RNP APCH.
In order to gain approval, the aircraft equipment
must be determined to be suitable for RNP APCH
operations, operating procedures must be documented, a training program established, and an appropriate
continuing airworthiness program incorporated into
the maintenance schedule of the aircraft. Criteria are
established for three types of operations: restricted to
LNAV minima only; restricted to LNAV and LNAV/
VNAV minima only; or unrestricted minima. The
following is a summary of the types of approaches
applicable to the three types of approvals:

approaches to LP or LPV minima.

The aircraft systems for each of these operational
approvals must meet equipment accuracy, integrity and
continuity requirements, as well as functional navigation
display and capability requirements. All system installations must be approved in accordance with the requirements of the Canadian Aviation Regulations, Part V.
Restricted to LNAV minima, the equipment must
meet: TSO C129a Class A, TSO C146() Class Gamma
and operational class 1, 2 or 3 or TSO C196() for GNSS
standalone systems; GNSS multisensor systems the
equipment must meet TSO-C129() Class B1, C1, B3, C3,
TSO C145() class 1, 2 or 3 or TSO C-196(). These have
been shown to meet the accuracy, integrity and continuity
requirements specified in this AC. Functional requirements described in this AC must also be met, which
include navigation display requirements like display position and display scaling.
