The regulatory topics and reviews of the
AEA's international meetings highlight the true
global nature of the association.

Removal of limitations from converted licenses (not
only by module examinations).
* Legacy aircraft in Group 1 for which type training
is not available.
* Possibility for split examinations for different modules.
* Review of the content of the OJT table in order to
adapt it to large aircraft.
* Align the Appendix II to Part 66 with point 66.B.200
in relation to the basic examination standard.
The AEA does not spend much time focused on what
happens with the International Civil Aviation Organization.
Yes, it tends to set the fundamental global avionics requirements, and most of the larger regions add their own twist
to those requirements. Yes, the ICAO has become the
"justification" for the SMS push by all of the international
regulatory authorities (except Canada, which is at least honest about its SMS desires and doesn't blame the ICAO for
the mandate). Each of the major aviation authorities participated in the development of the ICAO SMS mandate, and
currently, they participate in the continued development
of the expanding criterion. They all deny ownership of the
expanding mandate, but that is a story all in its own.
But the AEA is excited about the harmonization of Latin
America through the ICAO initiative. The Regional Safety
Oversight Cooperation System is a regional organization of
safety oversight established in 1998, with the signing of a
memorandum of understanding between the ICAO and the
Latin American Civil Aviation Commission.
To help harmonize the South American region, the
SRVSOP has adopted the Latin American Aviation
Regulations. According to the ICAO:
SRVSOP achieved a significant breakthrough in the
process of harmonization, with the subscription by
10 member states of the "Multinational Technical
Cooperation Agreement for the acceptance of aircraft
and aircraft components maintenance organizations
among the civil aviation authorities of SRVSOP
member states on the basis of the audit report of the
SRVSOP multinational team," that entered in force
Nov. 4, 2011. The agreement provides the following
benefits:
a) Represents a step forward toward uniformity and
harmony made in the direction of the economy of
resources, both for states and for the AMOs, avoids
duplication and seeks the cost-effectiveness of the
certification process, regulation and surveillance in
the Latin America region.
b) It ensures strict compliance with the standards and
recommended practices of the ICAO.
c) Contributes to the best execution of the SRVSOP
plans, for the establishment of the facilities and services of the AMOs in respect of airworthiness, maintenance of aircraft, and personnel licensing.
d) Receive the reports of the program of surveillance
of the local CAA and validate them as part of its surveillance program.
e) Establishment of a mechanism of quality assurance
to ensure the homogeneity of the certification and
monitoring of the AMOs and the same levels of safety
of aircraft maintenance operations.
f) Recognize as valid certificates and licenses of
other states based exclusively on operational security
considerations and not on the intention of perceiving
economic advantages.
As you can see from the list of prospective benefits, the
harmonization of the Latin America maintenance regulations can be a major step forward and could have a significant effect on the economic growth of the aviation industry
throughout the region.
In addition to the Multinational Technical Cooperation
Agreement, last December, 13 member states participated
in the 13th meeting of civil aviation authorities of the
South American region in Bogota, Colombia. While the
primary objective of the agreement is airline centric and
