Federal Aviation Administration
The Federal Aviation Administration has made a number
of revisions to FAA Order 9800.1, including the following:
Volume 7, Chapter 8: Providing written notification of
an investigation under the pilot's bill of rights
This section provides guidance to inspectors on the
written notification required to be provided to individuals who are the subject of an investigation relating to the
approval, denial, suspension, modification or revocation
of an airman certificate under Chapter 447 of Title 49 of
the United States Code of Regulations. Therefore, this
guidance applies to inspectors conducting an investigation
of an individual's qualifications to hold an airman certificate or rating (including the reexamination of an airman's
qualifications) under Volume 5, as well as inspectors who
are conducting an investigation related to an individual airman's apparent noncompliance with 14 CFR.
Volume 6, Chapter 11: Surveillance
Section 15 - Monitor Certificated Airframe and/or
Powerplant Mechanic, Repairman, Parachute Rigger and
Inspection Authorization Holder
Surveillance of Maintenance Airmen. The current
edition of FAA Order 1800.56, National Flight Standards
Work Program Guidelines, Air Transportation Oversight
System Element Performance Inspection, Safety Attribute
Inspection 4.1.2 provides policy for developing and execut16

ing annual surveillance work programs involving the surveillance of certificated mechanics, parachute riggers and
holders of the IA. The basic objective of this surveillance
is to promote aviation safety by ensuring compliance with
applicable 14 CFR Parts. Components of such surveillance
include the following:
* Observation of airmen performing or supervising
maintenance.
* Evaluation of airmen having completed maintenance.
* Review of maintenance records to determine compliance with the regulations.
Violations of 14 CFR. Aviation safety inspectors should
give prompt attention to any report of an alleged violation
of 14 CFR. ASIs should concentrate their efforts in those
areas where there are reasons for suspicion or evidence of
noncompliance with 14 CFR.
Repeat surveillance of certificated mechanics who continuously demonstrate appropriate performance in exercising the privileges and limitations of their certificate in
compliance with 14 CFR does not provide for the most
effective allocation of FAA manpower.
ASIs may base the frequency of surveillance on the
maintenance airman's volume of work accomplished. It is
logical to increase the frequency of surveillance on maintenance airmen who perform a comparatively high volume
of work.
Unairworthy Conditions. An ASI may encounter conditions or practices that, if allowed to continue, may result
in the approval for return to service of an unairworthy item
and resulting in a violation of 14 CFR. The ASI should
bring these conditions or practices to the immediate attention of the certificated mechanic and provide guidance as
appropriate. Written notification should be provided by
