(a)	(1)	Records	of	the	maintenance,	preventive	maintenance,	and	alteration	and	records	
of	 the	 100-hour,	 annual,	 progressive,	 and	
other	 required	 or	 approved	 inspections,	 as	
appropriate,	for	each	aircraft	(including	the	
airframe)	and	each	engine,	propeller,	rotor	
and	appliance	of	an	aircraft.
2.	The	records	specified	in	paragraph	(a)(2)	of	this	
section	 shall	 be	 retained	 and	 transferred	 with	 the	
aircraft	at	the	time	the	aircraft	is	sold.
(a)	 (2)	 Records	 containing	 the	 following	
information:
(i)	The	total	time	in	service	of	the	airframe,	
each	engine,	each	propeller	and	each	rotor.
(ii)	The	 current	 status	 of	 life-limited	 parts	
of	 each	 airframe,	 engine,	 propeller,	 rotor	
and	appliance.
(iii)	The	time	since	last	overhaul	of	all	items	
installed	on	the	aircraft,	which	are	required	
to	be	overhauled	on	a	specified	time	basis.
(iv)	 The	 current	 inspection	 status	 of	 the	
aircraft,	 including	 the	 time	 since	 the	 last	
inspection	 required	 by	 the	 inspection	 program	under	which	the	aircraft	and	its	appliances	are	maintained.
(v)	 The	 current	 status	 of	 applicable	 airworthiness	 directives	 and	 safety	 directives	
including,	for	each,	the	method	of	compliance,	the	AD	or	safety	directive	number	and	
revision	date.	If	the	AD	or	safety	directive	
involves	recurring	action,	the	time	and	date	
when	the	next	action	is	required.
(vi)	 Copies	 of	 the	 forms	 prescribed	 by	 §	
43.9(d)	of	this	chapter	for	each	major	alteration	to	the	airframe	and	currently	installed	
engines,	rotors,	propellers	and	appliances.
3.	A	list	of	defects	furnished	to	a	registered	owner	
or	operator	under	§	43.11	of	this	chapter	shall	be	
retained	until	the	defects	are	repaired	and	the	aircraft	is	approved	for	return	to	service.

Transport Canada Civil Aviation and
the FAA prepare a new maintenance
implementation procedure
The	Transport	Canada	Civil	Aviation	regulatory	authority	and	
the	FAA	recently	met	to	discuss	and	draft	a	new	maintenance	
implementation	procedure.	This	document	will	be	referred	to	as	
the	maintenance	agreement.	It	will	enhance	the	current	details	
of	the	MIP	as	well	as	add	further	details	and	changes	to	how	
maintenance	on	the	other	products	is	handled.	This	agreement	
should	be	completed	next	year.	The	following	items	highlight	
the	changes	to	be	made:
*	 Clear	 language	 on	 what	 documentation	 is	 required	
when	 maintenance	 is	 accomplished	 in	 one	 state	 on	 the	
other's	 state	 aircraft.	 This	 will	 detail	 the	 requirement	
that	 an	 FAA	 repair	 station	 must	 be	 sure	 the	 Canadian	
requirements	are	met	and	the	Canadian	paperwork	is	used	
to	report	the	work	completed.
*	 Clarifying	 the	 need	 to	 use	 TCCA-approved	 or	
specified	data	for	repairs	and	modifications	on	Canadian	
registered	aircraft.
*	 Clear	 language	 on	 the	 documentation	 required	 for	
new	parts,	including	direct	ship	authorities.	
*	 Clarifying	engine	overhaul	requirements	in	relation	to	
"zero"	time.
The	 intention	 of	 this	 new	 agreement	 is	 to	 work	 with	 the	
European	Aviation	Safety	Agency	to	create	a	trilateral	agreement	
to	allow	for	an	easier	flow	of	trade,	parts	and	work	between	the	
U.S.,	Canada	and	Europe.	The	time	frame	has	not	been	set	for	
this	agreement	to	be	completed,	but	the	intention	is	to	complete	
it	within	the	next	two	years.

Transport Canada to revise Airworthiness
Notice B073 - Documentation of Parts
The	TCCA	is	preparing	a	new	advisory	circular	to	cover	the	
content	of	AN	B073	(Documentation	Required	for	the	Installation	
of	Parts	onto	Canadian	Registered	Aircraft)	and	ultimately	cancel	
AN	B073.	This	AN	has	not	been	updated	in	eight	years,	and	there	
have	been	several	changes	to	the	bilateral	agreement	in	that	period	
of	time	that	are	not	reflected	in	this	document.	
The	intention	is	to	create	the	AC	to	cover,	in	clear	language,	
the	 requirements	 for	 used	 and	 new	 parts	 being	 installed	 on	
Canadian	 aircraft	 when	 sourced	 from	 other	 countries.	 It	 will	
cover	 the	 details	 of	 the	 new	 maintenance	 agreement	 with	 the	
FAA.	It	will	provide	better	details	on	the	use	of	the	Form	1,	81303	form	and	direct	ship	authority.	If	you	have	any	specific	issues
