the training path to determine why the training wasn't
accomplished or was inadequate. Time, money, resources
- why?
Or perhaps the tooling wasn't available, was broken or
inadequate to do the job. Whatever the cause, again, drill
down to find the fundamental cause.
In many cases, we are cited for either not following
our procedures in our repair station manual, or our
repair station manual doesn't adequately address the
regulations. From the perspective that we are not
following our procedures, the cause can be that either
(1) we wrote our procedures to satisfy the bureaucracy
without regard to how we do business, or (2) our
business has grown and the manual hasn't kept up with
our changing processes. I prefer that our manuals reflect
our business. When the regulatory bureaucracy comes
in and says it doesn't like something in our manual, it
should be saying our processes don't adequately reflect
the regulations. This is actually seldom the case. Most
bureaucracies, both government and nongovernment,
don't ever pair our processes to our manuals, even
though this is fundamental to every quality system. Say
what you do, and do what you say.
Even though some of the bureaucracies fail to
implement quality as defined, I think, as an industry,
following a standard quality protocol is logical. Therefore,
when a third party cites our manual as inadequate, let's
take the high road and ask the two questions: Does your
manual truly reflect your business, and if so, do your
practices adequately address the regulations?
After years and, in many cases, decades of operations,
you'll never see that elephant in the shop. It is only
through the fresh eyes of a new employee or a third-party
auditor asking "why" that you will ever see the elephant
and, hopefully, gracefully send it out to pasture. q
