policy that does not allow a PDA for a
part that is subject to an airworthiness
directive.
7. There are no requirements for design
approval holders of transport category
airplanes certified for ETOPS to establish
a system for reporting adverse events.
8. It requires a flight test operations manual
from applicants for a type certificate only.
9. F&R flight testing is not currently required
in Canada for the certification of small
airplanes having a maximum certified takeoff weight of 6,000 pounds or less.
10. The certification of foreign aeronautical
products does not sufficiently recognize the
obligations that Canada has when validating
or accepting foreign design approvals.
In the PICA, it was recognized that some of
the issues with CAR 521 were related to the
fact that it was published straight to Gazette II,
thereby not requiring a public comment period.
Therefore, the changes to CAR 521 will be going
through a full consultation process and will
address these issues as well as others brought
forward during the consultation process. With all
the issues identified, TCCA has recognized there
will be significant changes and these will affect
current guidance, other regulations and bilateral
agreements (thereby requiring possible foreign
guidance changes).
As part of the PICA process, the TCCA rates
the affect of any changes on other regulation,
industry, guidance material and scope of issue,
and availability of information. In some cases
for this PICA, it is possible the TCCA has
underestimated the overall impact. However,
the current plan is to conduct consultation on
the PICA itself. There also will be face-to-face
consultations with industry, online consultation
of the proposed NPA and the NPA will be
published in Gazette I. Publication in Gazette
I means there will be an extended period for
public comments from all sectors.

Australia: Aircraft Airworthiness
and Registration
Amendments to the Civil Aviation Safety
Regulations that deal with aircraft airworthiness and
registration have been approved, resulting in benefits for continuing airworthiness management organizations, approved maintenance organizations, Part
66 license holders and aircraft owners. The amendments relate to an expansion (on a voluntary basis)
to the types of aircraft that can have their airworthiness management services provided by a CAMO
and maintenance provided by a Part 145 AMO. The
amendments also simplify the administrative processes associated with changes of aircraft ownership
and medical status notifications for Part 66 licenses.
The regulation amendments took effect Dec. 18, 2013.

Performance-Based Navigation
Dedicated performance-based navigation sessions took place in Sydney Feb. 11; Brisbane Feb.
17; Adelaide Feb. 28; and Essendon March 11. The
sessions covered the concept of performance-based
navigation, equipment requirements, impending
deadlines and the impact on airspace and route
designs. The information delivered will be of great
value to aircraft operators, pilots, manufacturers
and maintenance organizations, and it included an
overview of CAO 20.91 (instructions and directions for PBN) and CAO 20.18 (aircraft equipment
- basic operational requirements), the concept of
PBN, GNSS and ADS-B equipment requirements,
impending deadlines and the impact on airspace/
route design.
