European Aviation Safety Agency
For those who desire to know the processes the
European Aviation Safety Agency has to follow for
certification tasks, visit the appropriate procedure
on the "internal working procedure" page of
the EASA website. Although these procedures
are for information purposes only, it might
help an applicant to appropriately communicate
and submit data to the EASA and see what it's
expecting from the applicant.
Procedures currently available are the ones for:
* Certification support for validation in case
of STC/repair validations.
* ETSO authorizations.
* Approval of flight conditions for a permit
to fly.
* Provided technical advice.
More procedures will follow, including those
identifying the processes to be applied during
repair approval and design change approval.

Operational Suitability Data
On Jan. 27, the European Commission published
the rules for operational suitability data. The
OSD concept is a fundamental change in aircraftspecific data, and is necessary for safe operations
of aircraft. This data is considered specific to an
aircraft type and must, therefore, be produced by
the designer of that type. The requirements for
supplemental type certificates and modifications
have yet to be developed. The AEA is supporting
the EASA working group to assure the
requirements are clear and appropriate.
The operational suitability data proposed by
the designer will be approved by the EASA
along with the airworthiness certification. Once
approved, the operational suitability data must
be used by operators and training organizations
when establishing customized training courses and
MEL. The OSD is expected to help close the gap
between airworthiness and operations.

QUESTION:

My aircraft has been modified in the U.S. by
Form 337 action. Can the European Aviation
Safety Agency accept this?

ANSWER:

There is no automatic acceptance of Form 337
approvals by the EASA, except under certain
limited conditions. They need to be assessed individually and may need to be separately approved,
normally by application for a minor change or by
an approved organization under the DOA.
How does EASA deal with applicable model
lists?
In general, a supplemental type certificate
can apply to only one type certificate. Certain
exceptions can be made where the installation of
a piece of simple equipment is clearly identical
from one aircraft type to another, but the EASA
procedures state that an STC should apply to
only one TC. Each new TC should be the subject
of a new application.
This principle also applies to the validation
of U.S. Federal Aviation Administration STCs.
However, the technical implementation procedures
of the EU/U.S. Bilateral Aviation Safety Agreement
contain specific instructions for the validation of an
FAA AML-STC for use in Europe. q
