European Aviation Safety Agency
The European Union Commission has issued a new
amendment EU 0069/2014 to the "initial airworthiness" regulation EU 748/2012 and covered a new
topic that needed to be addressed. The regulation
introduces the following issues:

Operational suitability data, which require
TC holders to provide a minimum syllabus of
maintenance certifying staff type rating training, provide source data to support objective
qualification of simulators and provide master
minimum equipment lists.
Handling of OSD information and approval of
such changed OSD data by a DOA.
Clearer definition of special conditions in
21.A.16B.
Replacing wording like "airworthiness codes"
with "certification specification" and "type
design" with "type certificate."

The related acceptable means of compliance and
guidance material has been issued by the EASA in
parallel. The Decision 2014/007/R provides the interpretation and guidance to the EU regulation.
A notice of proposed amendment NPA 2014-04 has
been issued to address documentation and recording
topics in the maintenance and maintenance management area. The EASA has identified a number of
issues that have not yet been successfully and adequately identified in certain standards to aircraft technical records.
The NPA proposes changes or amendments to the

ited parts" and "service life limited parts."
Different interpretations as to which components require an EASA Form 1 or equivalent,
and which documents are considered equivalent.
Different interpretations of the need for "back
to birth" traceability.
Inconsistency in the record-keeping periods
and the periods applicable to the transfer of
records.
Lack of guidance on the use of electronic signature.
Lack of guidance on the acceptability of
records copies (scanned, photocopy).
Lack of guidance on the acceptability of new
technology, such as RFID (radio frequency
identification).
Lack of harmonization with the FAA requirements in relation to continuing airworthiness
records.

The EASA will accept comments and feedback
until May 7.
Another document issued by the EASA is the
Opinion 12/2013, which provides additional guidance on the "control of suppliers" and affects future
processes for Part M and Part 145 organizations.
The draft text of this opinion is addressed to the
European Commission, which uses it as a technical
basis to prepare a legislative proposal.
The issues addressed in the draft document are as
follows:

Classification of components (serviceable,
unserviceable, standard parts, etc.).
Component, standard parts and materials for
installation.
Segregation of components.

Related AMC and GM will be issued once
the related implementing rule is adopted by the
Commission.
