Southgate explained that the core
of international efforts centers on
different authorities in different regions.
"We tend to talk about going out
to 18 other certification authorities
around the world for international
approvals - sometimes more, sometimes less, depending on the product,
its applicability, whether it's civil or
military," he said. "We're not just
talking about standard certification
of our products - other approvals
can be involved, such as approvals
of counterparts to our FCC (Federal
Communications Commission) for
devices that transmit."
The off-the-top major players list
starts with the European Union's

EASA and its member states; Canada, Australia; China; India; and the
African and South American nations.
There are 27 member states that
belong to the EASA with four others
counted as affiliate countries. The
simplest explanation of the EASA's
role comes from the agency itself.
The EASA initially has responsibility for all design approvals, continued airworthiness, design organization approvals and environmental
certification. It also is responsible
for approving production, maintenance (repair station), and maintenance training organizations outside
the EU. The EASA also has a standardization and oversight function
for all aviation safety certification
activities of member states. It also
has responsibilities in the areas of
operations, personnel licensing,

aerodromes, air traffic management
and air navigation services.
Prior to the EASA, the Joint Airworthiness Authority oversaw a
more-disjointed, more-complex and
complicated set of rules, regulations
and standards for aircraft, engines
and, of course, avionics approvals.
Thanks to decades of efforts to
harmonize U.S., European and other
nations' regulations with the FAA's,
the processes of obtaining European
TSOs, type and supplemental type approvals involves fewer different agencies and a clearer road map than in the
days prior to the EASA's opening for
business just more than 10 years ago.
And international opportunities
continue to grow, as avionics makers and their representative dealers,
distributors and installers ride new
waves of business raised by growth
in China, India, South America - particularly Brazil - a resurgent aviation
market in Russia, and energy- and
finance-rich Middle East nations.
Global avionics makers partner
with or operate repair stations around
the globe, most boasting approvals
under both their domestic authorities
and the FAA under Part 145. The back
of the AEA's Pilot's Guide to Avionics
provides a list of international repair
stations around the globe.
While each company's goal for its
international sales may vary, the closer
to parity with domestic sales, the better.
"We're growing toward an expectation of a 50-50 split between
domestic and international by about
2017, 2018," Southgate said.
In the meantime, North America
remains the largest single market for
avionics products, a status at risk in
large part due to a shrinking pilot population and an uncertain future fleet.
And with the largest number of
aircraft flying, the U.S. will likely
remain the driving research and development lab that's helped spread
new avionics technologies to every
corner of the world. q
