"one team, one goal" culture.

3. Facilitating the collective experience feedback
in order to foster data-driven decision making.
One of the major changes within the agency is that
there will no longer be a separation from those who are
managing certain sectors and those who are drafting
the regulations. While there is still a rulemaking office
with general oversight from the rulemaking agenda and
processes, the individual technical specialists will be
responsible for drafting the proposed texts.
The reorganization has led to a new picture for the
agency and how industry interacts with the various
offices. This process has led to the creation of a new
Maintenance & Production Department within the
new Flight Standards Directorate, covering all the
following aspects:

1.

Standardization of member states in the initial
and continuing airworthiness domains.
2. Development of regulatory material in the
continuing airworthiness domain.
3. Approval and surveillance of Part-M, Part-145,
Part-147 and Part-21 organizations located
outside the European Union, as well as Part 21
organizations within the EU upon request.
4. Delivery of all continuing airworthiness
activities and services related to maintenance
review board.
In practical terms, this new Flight Standards
Department is approving more than 2,000
organizations in the continuing airworthiness and
production domains, standardizing 28 member states,
plus associate states and bilateral agreements, as
well as managing more than 30 rulemaking tasks and
80 MRB projects.
The industry is looking forward to working with
this new structure in the new year.
