This is an open letter to aircraft owners and operators. As
we approach the annual National Business Aviation Association
Business Aviation Convention & Exhibition, it seems a direct
outreach to the owners and operators of business aircraft is in
order. The message here regarding the ADS-B equipage mandate
is consistent with the message the Aircraft Electronics Association
provides at EAA AirVenture, FAA seminars and other industry
events: Talk to your avionics provider; plan your upgrade; and
most important, schedule your installation.

s we look at the horizon, everyone speaks of the
Federal Aviation Administration's 2020 mandate for
ADS- B. But what exactly does it mean, and what is
the best solution? While that question seems rather straightforward,
navigating the answer may be a bit
more challenging. Let's take a look
at the mandate, some of the factors
to consider, and the solutions that
may be available. As of Nov. 1,
2015, we have slightly more than
1,000 days left, or 1,046 working
days to be precise - not a lot of
time to get the work scheduled and
completed before the mandated
date of Jan. 1, 2020.
The rule, originally published
as a final rule on May 28, 2010, is
actually quite simple. While we will
get into the nuts and bolts of the rule
later, there are only three things to
consider. With a few exceptions:

Is the aircraft required to have a transponder? If it is,
then it is required to be ADS-B Out compliant after Jan.
1, 2020.
If the aircraft flies in Class A airspace, that is at or
above flight level 180, the ADS-B Out system must
operate on the 1090 megahertz radio frequency and
meet the performance requirements in FAA Technical
Standard Order-C166b.
For aircraft operating in all other airspace, operators
can choose between a 1090 MHz system or universal
access transceiver system operating on the frequency of
978 MHz and meeting the performance requirements
of TSO-C154c.
