Consider the repair station personnel regulations (14
CFR 145.151). There are three statements that affect the
concept of using an apprentice.
(1) Each certificated repair station must provide
qualified personnel to perform maintenance,
preventive maintenance, or alterations performed
under the repair station certificate and operations
specifications.
(2) Each certificated repair station must ensure it has
a sufficient number of employees with the training
or knowledge and experience in the performance of
maintenance, preventive maintenance, or alterations
authorized by the repair station certificate and
operations specifications to ensure all work is
performed in accordance with Part 43.
(3) Each certificated repair station must determine
the abilities of its noncertificated employees
performing maintenance functions based on
training, knowledge, experience or practical tests.
In each item above, the focus is on ensuring the
repair station, technically the "person" performing the
work, has qualified people. Nowhere in the regulation
does the Federal Aviation Administration require the
repair station employee performing work on behalf of the
repair station be certificated. According to Part 145, the
only employees who are required to be certificated are
supervisory personnel (§ 145.153), personnel authorized
to approve an article for return to service (§ 145.157), and
personnel authorized to sign off on final inspections and
maintenance releases for the repair station (§ 145.213).
Note that personnel employed by repair stations located
outside the U.S. are not required to be certificated but must
meet similar training and/or experience criterion.
Throughout the years, we have had hundreds of
conversations about recruiting more "aviators" into the
avionics industry. When we do find these individuals, we
routinely place them in one of the dozen or so avionics
training programs. Upon graduation, general aviation often
has to compete with commercial aviation for talent. More
importantly, the graduate has a difficult time paying for an
education with entry-level wages of general aviation.
Rather than searching for aviators with an interest
in avionics, what if the general aviation industry
recruited electronics and computer technicians and teach
them aviation? What if we compete with Best Buy,
Toshiba, Verizon or the hundreds of other companies
in the electronics and computer service industry and

provide transition training from integrating computers
to integrating aircraft systems; from building office
networks to building networks in aircraft; or from
running wires through ceilings and attics to running
wires through sidewalls and floor spaces?
Before the hate mail starts, yes, it's different. But is
it a starting point? I've talked with a number of shops
that have successfully recruited electronics and computer
technicians from general industry and brought them
into the aircraft electronics industry. Again, the repair
station regulations only require direct supervision of
the work performed by individuals who are unfamiliar
with the methods, techniques, practices, aids, equipment

this question. Of course we do, and if
we don't, we will find the resources!
and tools used to perform the maintenance, preventive
maintenance or alterations (§ 145.153). So once an
individual is familiar with the methods, techniques,
practices, etc., for a particular task, they can perform
that task with minimal supervision.
In addition, the tools to support an apprenticeship
program are already contained within the repair station
training program. Remember, a certificated repair
station must have an employee training program that
ensure each employee assigned to perform maintenance,
preventive maintenance, or alterations, and inspection
functions is capable of performing the assigned task
(§ 145.163). In addition, in the preamble to the FAA's
final rule as well as Advisory Circular 145-9, the FAA
encourages the use of on-the-job training to keep training
costs within reason. The foundation of an apprenticeship
program is, in fact, on-the-job training.
So how do we transition general industry technicians
into avionics technicians? First, we start with the
standards developed by the National Center for
Aerospace and Transportation Technologies.
