(i) An instrument rating, Class I.
(ii) A limited instrument rating appropriate to the make and model of appliance
to be tested.
(iii) A limited rating appropriate to the
test to be performed.
(iv) An airframe rating appropriate to
the airplane, or helicopter, to be tested.
§ 91.413 (c) (1) ATC transponder tests and
inspections. The tests and inspections specified in this section must be conducted by a
certificated repair station properly equipped to
perform those functions and holding -
(i) A radio rating, Class III.
(ii) A limited radio rating appropriate
to the make and model transponder to
be tested.
(iii) A limited rating appropriate to the
test to be performed.
It is important to understand it is the repair station
that is performing the work, and the employees are
acting on behalf of the repair station. Only supervisors and persons authorized to approve an article
for return to service (including final inspection and
return to service) must be appropriately certificated
as a mechanic or repairman under Part 65 for the
work being supervised (§145.153/ §145.157).
However, there is no requirement that all maintenance performed on behalf of the repair station be
performed only by certificated employees. §145.151
speaks about qualifying employees but does not
require them to be appropriately certificated. While
section 145.155 does require inspection personnel to
be thoroughly familiar with the inspection methods,
techniques, practices, aids, equipment, and tools
used to determine the airworthiness of the article
and proficient in using the various types of inspection equipment and visual inspection aids appropriate for the article being inspected, it does not require
inspection personnel to be certificated.
So no, the person physically performing the tests
and inspections is not required to be certificated;
however, the supervisor as well as the person
approving the work for return to service must be
"appropriately" certificated.

AEA Canada Regional Meeting
The AEA played host to its annual AEA Canada
Regional Meeting in Toronto Oct. 1-2. Attendance
was high and included a significant number of
first-time attendees. The TCCA was present with
staff from Ottawa and the Toronto Region Office.
Ryan Hennigar of the Operational Airworthiness
branch provided a session on current activities
with the standards group. Details were provided
on the recent division with the civil aviation
program where two director generals have been
appointed (with the retirement of Martin Eley),
dividing the responsibilities between Regulatory
Framework and Aviation Safety Oversight. Further
organizational changes are expected in the coming
year.
Information also was provided on upcoming
new or amended guidance documents that will be
issued during the next year or so:
* Amendment to AC 573-002, which covers
giving ACA authority based on foreign
licenses.
* An advisory circular covering approved
training organizations.
* An advisory circular covering AME
licensing. This will incorporate the contest
of MSIs and airworthiness notices.
* An advisory circular covering maintenance
performance rules.
* An advisory circular covering minister
delegate approvals.
The AEA will monitor these documents as they
progress to publication and provide feedback
through this forum. Additionally, the TCCA has
been working on changes to the maintenance
implementation procedures with the FAA during
the last year. This should be published by the end
of the year and will include better definition for
repair and modification data requirements for
working on Canadian-registered aircraft.

TCCA makes changes to TSO
approval requirements
The TCCA has been working on some changes
to the requirements for TSO approvals. This
includes: the new IPA between the FAA and TCCA
