Technician. The AET
certification identifies
the core knowledge of
an aircraft electronics/
avionics technician that
is common across the
industry. This includes the
military, air carrier, air
cargo, repair stations, fixedbased operators, corporate
flight departments and
manufacturers.
* Autonomous Navigation
Systems.
* Dependent Navigation
Systems.
* Radio Communication
Systems.
* Onboard Communications
and Safety Systems.
These standards were developed
by industry. Many of you served on
the committees that helped develop
these criterion. The AEA helped
establish the NCATT and helped fund
the center for nearly a decade. This
is a solid starting point for qualifying
avionics technicians.
In addition, Part 147 contains
an excellent outline for the general
provision of any aviation technician.
Appendix B to Part 147 lists the
general curriculum subjects. Of the
33 topics included in Appendix B,
all but about a half-dozen have an
applicability to an avionics technician.
I also offer section D of Appendix
C to Part 147 covering airframe
curriculum subjects. Section D
addresses sheet metal and nonmetallic
structures. While not all of it might
be beneficial, the foundation for
installing antenna doublers would be
addressed.
The courses that are offered at
the AEA international headquarters
can support a good apprenticeship

program. The AEA routinely
offers courses like Basic Wiring
and Avionics Installation; ADS-B
Broadcast Surveillance; Avionics
Installation and Integration Training;
Digital Databus Theory and Analysis
Training; Navigation Systems Line
Maintenance and Testing; Pitotstatic and Transponder Certification
Training; and RVSM Maintenance
and Advanced Transponder Training.
Finally, the FAA regulations
again support the apprenticeship
concept by the opportunity to
issue a repairman's certificate
at the completion of 18 months
of practical experience in the
procedures, practices, inspection
methods, materials, tools, machine
tools, and equipment generally used
in the maintenance duties of the

specific job for which the person is
to be employed and certificated (ยง
65.101).
With the advancement of the next
generation air traffic management
worldwide involving the
installation of the next generation
of communication, navigation and
surveillance equipment in nearly all
aircraft, the avionics industry should
be solid for the next decade. But
without qualified technicians, the
installation of advanced technology
will be a missed business
opportunity. As Part 145 indicates,
a successful maintenance business
provides the appropriate housing,
facilities, equipment, material,
technical data, processes and trained
