Of particular interest, the FAA is proposing to exempt the
applicability of Part 43 to any aircraft subject to the provisions of Part 107.
A list of regulations affected and the subjects affected by
this proposal include:
* 14 CFR Part 21: Aircraft, aviation safety, recording
and recordkeeping requirements.
* 14 CFR Part 43: Aircraft, aviation safety, reporting
and recordkeeping requirements.
* 14 CFR Part 45: Aircraft, signs and symbols.
* 14 CFR Part 47: Aircraft, reporting and recordkeeping
requirements.
* 14 CFR Part 61: Aircraft, airmen, alcohol abuse,
aviation safety, drug abuse, recreation and recreation
areas, reporting and recordkeeping requirements,
security measures, teachers.
* 14 CFR Part 91: Air traffic control, aircraft, airmen,
airports, aviation safety, reporting and recordkeeping
requirements.
* 14 CFR Part 101: Aircraft, aviation safety.
* 14 CFR Part 107: Aircraft, airmen, aviation safety,
reporting and recordkeeping requirements, security
measures, signs and symbols, small unmanned aircraft, unmanned aircraft.
* 14 CFR Part 183: Airmen, authority delegations (government agencies).

Air carrier contract maintenance
requirements

On March 4, 2015, the FAA amended the maintenance
regulations for domestic, flag and supplemental operations,
and for commuter and on-demand operations for aircraft
type certificated with a passenger seating configuration of
10 seats or more (excluding any pilot seat).
The new rules require affected air carriers and operators
to develop policies, procedures, methods and instructions
for performing contract maintenance that are acceptable to
the FAA, and to include them in their maintenance manuals. The rules also require the air carriers and operators to
provide a list to the FAA of all persons with whom they
contract their maintenance.
The rule added sections 121.368 and 135.426, respectively, to Parts 121 and 135 addressing contract maintenance.
Repair stations that support Part 121 or 135 certificate holders should review the new requirements.

QUESTION:

Can you deviate from the equipment configuration specified within an AML STC?

ANSWER:

Maybe. Of course, the equipment and interface
have to be evaluated to determine applicability and
acceptability. However, of critical importance is
the requirement for the deviation to be evaluated
and approved. According to AC 23-22, "The AML
process is not meant to be a blanket approval that
delegates the integration of additional equipment to
the installer without FAA involvement."
The AC further requires that, "A deviation is necessary when the installation does
not match the equipment list and/or equipment
integration approved in the original installation. Any deviations from the original STC
must be documented and approved either by an
ACO engineer, a DER or the field inspector."
