Jumpstarting
installations
According to AEA President Paula Derks late last year at
the FAA's "Call to Action" summit, which occurred in part to
highlight the challenges in equipping thousands of aircraft
with ADS-B during the next five years, "With more than
160,000 general aviation airplanes to equip by the Jan. 1,
2020, deadline, the capacity for repair stations to meet
the U.S. installation demand is shrinking each day. Aircraft
owners who procrastinate installing this safety-enhancing
equipment will face a potential backlog as the deadline
quickly approaches."
One barrier to early installations by owners has been
the cost of required equipment, which Congress tried to
address in 2012 when it created the NextGen GA Fund, a
congressionally authorized loan guarantee program. Despite
the fact that the FAA has not yet approved the NextGen
GA Fund's application for the loan guarantee program and
awaits an appropriations bill from Congress, the NextGen
GA Fund recently launched "Jumpstart GA 2020," where it
plans a series of large-volume avionics orders at a reduced
price for aircraft operators who may not be able to afford
the new, required technologies.
According to Michael Dyment, general partner of the
NextGen GA Fund, "Jumpstart offers a one-time opportunity
for N-registered single-engine piston aircraft owners to take
advantage of our very special prices. They can also beat the
rush to installation before the Jan. 1, 2020, mandate, and at
the same time improve the resale value of their aircraft."
According to Dyment, "as many as 20,000 ADS-B Out/
In units and equipment suites will eventually be sourced
through Jumpstart."
Of immediate interest, Jumpstart GA 2020 said it "has
secured an initial order for 10,000 L-3 Lynx NGT-1000
ADS-B Out units," which it intends will be ready to ship to
FAA-certified repair stations and distributors beginning
in June 2015. Equipment must be part of a certified
installation accomplished before July 1, 2016, to qualify
for Jumpstart pricing. Orders for the L-3 product must be
placed through an FAA-approved repair station dealer. q

The two NGT-9000s use the Mode
S/1090 extended squitter standard,
which is allowed at all altitudes and
eliminates the need for a separate
Mode A, C or S transponder. All
of L-3's Lynx family members
incorporate an ADS-B Out-compliant
position source (WAAS GPS), and all
except the NGT-1000 receive ADS-B
In's TIS-B traffic and FIS-B weather
and flight information, including
Nexrad weather radar.
Recognizing the popularity of
displaying ADS-B In's traffic and
weather information on a tablet
computer running compatible
electronic flight bag apps, a
separate and optional Wi-Fi
interface - basically a dongle -
provides connectivity. Presently,
compatible apps include WingX Pro
and SkyRadar; the company said
availability with other apps is pending.
All the NGT models, except the -1000,
can be fitted with Wi-Fi.
But the star of this show is the
panel-mounted NGT-9000, which
displays FIS-B, TIS-B, ADS-B and
ADS-R data on its touchscreen, along
with normal transponder controls.
There are no knobs or buttons -
transponder codes and modes are
changed with a soft keyboard, just like
typing on your smartphone or tablet.
A mini-USB port used for updates
occupies a position on the left bezel.
At least some portion of the NGT9000 screen's left half always is
devoted to transponder operation. But
the majority of the left side, plus all
