European Aviation Safety Agency
The EASA issued the first of three notices of
proposed amendment with the reference NPA No.
2015-03. These three NPAs will describe the proposed
implementation of the safety management system and
the related risk-based demonstration of compliance in
the design and manufacturing process.
The first NPA is in regards to the Part 21 rules
to support the implementation of the level of
involvement. The LOI in a certification project
is identified as "the selection of the compliance
demonstration items that the agency will investigate
and the depth of those investigations."
The proposal includes conditions and standards on
the following topics:
* The certification program prepared by the
applicant is to be amended with a proposal for
the level of involvement of the agency.
* The agency proposes to grant the privilege to
an appropriately approved design organization,
to approve and issue certain major changes
(STCs).
* The effort of EASA to identify and document
the performance and qualification of design and
manufacturing organization.
The agency proposes to establish its LOI at the
level of compliance demonstration items or groups
thereof, following a safety and environmental risk
assessment, taking into account:
1. The novel or unusual features of the certification
project, including operational, organizational
and knowledge management aspects.
2. The criticality of the design or technology and
the related safety and environmental risks,
including those identified on similar designs.
3. The performance and experience of the design
organization of the applicant in the domain
concerned.

way is certainly appreciated since it will provide
organizations with a few new privileges and at the
same time relieve EASA from workload.
However, the related AMC and GM to perform
the indicated assessment of these organizations will
have to be thoroughly evaluated and commented to
provide a sound and objective system. The related
AMC and GM material will be issued later this year.
The EASA accepts comments for this NPA until
June 2, 2015.
EASAs Opinion No. 01/2015, proposing to amend
the Basic Regulation EC 216/2008, was submitted
to the European Commission in March. The opinion
is suggesting a variety of changes to the respective
technical fields. However, many of those technical
fields will lie mainly outside the scope of the basic
regulation. This includes performance-based approach,
safety training and environmental protection.
The proposal, which aims to further streamline and
defragment the existing framework, includes but is
not limited to the following domains:
* General aviation changes according the GA
Road Map.
* State services.
* Annex II adjustments.
* Single European Sky matters.
* The role of EASA in research projects.
* Efficient use of available resources and
sustainable EASA funding solution.
The EASA is considering a reorganization of the
current CS-23; a new concept will be introduced in a
future notice of proposed amendment.
The EASA is proposing to replace the current
certification specifications by objective requirements
that are design-independent and applicable to the
entire range of airplanes within CS-23. These
objective requirements, due to their higher abstract
level, will become suitable for current CS-VLA
airplanes. This A-NPA precedes the issuance of an
NPA (planned publication date in fourth quarter
of 2015) that will propose a reorganization of
Certification Specifications CS-23 - certification
specifications for normal, utility, aerobatic, and
commuter category airplanes.
The new concept of objective rules accompanied
by airworthiness design standards allows the use of
appropriate and proportionate standards as acceptable
means of compliance to CS-23. This flexibility is
