The View
from Barcelona
T

he Aircraft Electronics Association recently
concluded its AEA Europe Regional Meeting
in Barcelona, Spain. For aviation historians,
Barcelona isn't without its aviation heritage. HispanoSuiza, a Spanish automotive and engineering firm, was
founded in 1904, and its roots in electric-car production
first started in Barcelona in 1898. While this company
went through significant growing pains, bankruptcies and
a few name changes, it had its DNA in the familiar
World War I aircraft engines of the same name. Add
Juan de la Cierva, who invented the autogiro in
1919, followed in 1923 by José Ortiz-Echagüe, who
founded the Construcciones Aeronáuticas Sociedad
Anónima, and you have a very respectable aviation
lineage.
But the basis of the view this month is to highlight
some of the international aspects of the AEA
membership and some issues to consider.
The primary issue is solid and simple: The regulations
to follow for any given aircraft are the regulations of the
state of registry of the aircraft. That means the repair
data used for the aircraft, parts and components must be
approved by the national authority of the state of registry
of the aircraft. Any alteration or modification data used
for an aircraft, part or component must be approved

of registry. And finally, all of the paperwork must be in
accordance with the regulations of the state of registry of

In essence, when you are working on a "foreign"
registered aircraft, you follow the rules set in place by the
national authority that has oversight for the aircraft.

all cases, articles are required to be accompanied by an
FAA Form 8130-3, EASA Form 1, TCCA Form 1 or the
country's equivalent. The basic FAA documentation for
return to service of an article (14 CFR §43.9) is seldom
acceptable on non-U.S. aircraft.
To make the global marketplace work a bit more
efficiently, many national authorities have agreements
in place that recognize the safety and oversight of other
