European Aviation Safety Agency
The EASA recently released its Vision 2020 proposal
for the future of the European aviation regulatory system.
This Vision was presented as an Opinion 01/2015 and
contains the outcome of stakeholder's consultation that
started in late 2014.
The goal for this opinion is to prepare for agency challenges ahead and in parallel to further streamline and
'defragment' the existing framework, where necessary.
The topics addressed include:
* Efficient use of available resources and sustainable
funding solutions.
* General aviation changes according to the General
Aviation Road Map results.
* Optional and partial inclusion of state services.
* Annex II adjustments.
* Security aspects subject to existing EU competency.
* Provisions to be addressed to ground handling service providers.
* Consolidation of role in Single European Sky matters.
* Agency role in research coordination.
The recommendations in the opinion not only include
the adjustment of existing responsibilities, but also
include the further extension of the agency's scope of
intervention in new domains, such as airport ground handling, RPAS (drones) and security, in order to cover all
aviation safety-related topics.
Interestingly, the EASA proposes that when national
authorities have a lack of resources or expertise, they
should be able to delegate some of the oversight functions to other authorities or to the EASA.
Having a large effect on current state operations such
as police operations, the agency proposes that, on a voluntary basis, member states can decide their state aircraft
(excluding military) can be covered by the EASA.
The agency further proposes to adjust and clarify the
current Annex II list to withdraw RPASs of not more
than 150 kg from Annex II covered in the scope of the
basic regulation.
In an effort to overcome the shortage of available
resources to perform certification and continuing airworthiness oversight tasks not only within the EASA but
also in the European competent authorities, the agency

proposes the concept of "resource pooling." This should
be done by identifying the availability or lack of skilled
recourses at the EU level, and to allow the quick and
efficient deployment of available resources.
As you can see from the contents of these proposed
changes, it is not only suggesting a variety of changes
to the respective technical fields, but some of the proposals will require to amend the scope of the basic
regulation. Consequently, this opinion also includes
recommendations to amend the agency's current basic
regulation (EC 2016/2008). For more information on

Opinion 03/15 proposes a revision
of operational criteria for
performance-based navigation
This specific change will have an impact on the equipage of aircraft using the European airspace in order
to accommodate the latest developments in the area of
RNP 2, Advanced-RNP and RNP 0.3.
Also included in this opinion sent to the European
Commission for the amendment of EU 1178/2011 and
EU 965/2012, are changes triggered by a standard for
the Upper Torso Restraint Systems (seat and restraint
certification) for aircraft with an MTOM below 5,700
kg used in commercial air transport operation, and a
correction of the current regulation to allow holders of
a test pilot rating to conduct a flight without holding the
respective class or type rating.

Australia
The Australian government's Civil Aviation Safety
Authority advised that Civil Aviation Order 100.27 (nondestructive testing authorities) Instrument 2015 (FRLI
number F2015L00597) has been registered on the Federal
Register of Legislative Instruments and is now in effect.
The CASA has a couple of projects in the works that
affect the avionics industry. While the comment period
has closed, the following projects are being developed
with the listed points of contact.
CD 1423MS - proposed amendments to CAO 100.5
- General requirements in respect of maintenance of
Australian aircraft.
In preparation for the application of Parts 42 and 145 of
the Civil Aviation Safety Regulations 1998 to other than
