European Network of Civil Aviation
Safety Investigation Authorities
The European Commission established the ENCASIA
website to provide the public with information on the
European Network of Civil Aviation Safety Investigation
Authorities and its role within the European framework.
This site contains information about member states and
other organiz ations involved in aviation safety.
The Network constitutes an independent grouping of
the air safety investigation authorities of the EU member states. Its establishment is envisaged by the recently
adopted R egulation ( EU ) 996 / 201 0 of the European
P arliament and of the Council on the investigation and
prevention of accidents and incident in civil aviation,
which entered into force D ec. 2, 201 0.

- NEW ZEALAND
NPRM 15-02 Safety Management Systems
The purpose of this rulemaking proposal was
to introduce new rules intended to improve New
Z ealand' s aviation safety performance in a way that
embeds an effective safety culture in aviation organiz ations; and to ensure New Z ealand meets its international obligations as a signatory to the Convention on
International Civil Aviation. The comment period for
this NP R M closed June 1 9.
After a thorough review of the proposal and all of
the guidance materials submitted by the CAA, the
AEA elected to not submit comments to this NP R M
but rather address the final rule at the upcoming
AEA South P acific R egional M eeting, Nov. 2-3, in
Q ueenstown. The primary reason to not submit comments on behalf of the New Z ealand industry is that
the CAA addressed every challenge we have made to
previous NP R M s submitted worldwide. It appears the
CAA has thoroughly reviewed SM S programs worldwide and ex tracted the best of each program to propose a clean program.

This is not to say that SM S by its very ex istence does
not add an administrative burden that for many small
businesses can ex ceed overall safety and efficiency
improvement benefits. H owever, the language of the
New Z ealand SM S req uirement allows for the utiliz ation
of the AEA Safety M anagement System offered to members as a membership benefit, which eliminates to the
max imum ex tent possible the additional administrative
burden of SM S.

The Civil Aviation Safety Authority published P art 6 6
M anual of Standards Amendment Instrument 201 5 ( No.
1 ) that went into effect June 27. This instrument follows consultation via CD 1 5 1 7M S - Ex tension of CASA
basic ex aminations until June 201 9 - P roposed P art 6 6
M OS Amendment. A copy of the instrument is available
at www.comlaw.gov.au.

AC 21-45 v2.2 - Airworthiness Approval
of Airborne ADS-B Equipment
The CASA published version 2.2 of AC 21 -45 -
Airworthiness Approval of Airborne AD S-B Eq uipment.
This AC is intended to define the airborne component of
the 1 090 M H z ex tended sq uitter AD S-B data link used in
Australia, and provide guidance and advice for the airworthiness approval for the installation of the aircraft eq uipment proposed to support that use.

CAAP 50A/B-1(1.1)
The CASA revised and published CAAP 5 0A/ B1 ( 1 .1 ) - Aircraft Log Books and Alternate to Aircraft
Log Books. This CAAP provides guidance about
aircraft log books and the development of an alternative to the aircraft log book as described within
Sections 3 and 4 of CAO 1 00.5 - Aircraft Log Books.
Compliance with this CAAP will enable log books
and alternatives to an aircraft log book to meet the
regulatory req uirements. Log books that comply with
this CAAP do not need to be submitted to the CASA
for approval; however, a proposed alternative to a log
book or section of a log book needs to be submitted to
the CASA for approval. If proposed alternatives meet
the outcomes described in this CAAP , then the CASA
would normally approve the alternative to a log book
or section of a log book without change.
