CASA responds to AEA concerns
over ADS-B mandate

CAAP 30-4(1.3)
The CASA revised and published CAAP 30-4( 1 .3) -
Certificate of Approval - M aintenance Organiz ation. This
CAAP provides guidance to applicants when applying for a
COA or any changes to an ex isting certificate. It also describes
acceptable procedures for holders of a COA to maintain
their certificates and includes International Civil Aviation
Organiz ation and internationally recogniz ed terminology for
practice in maintenance.

CAAP 104-01(1.1)
The CASA revised and published CAAP 1 04-01 ( 1 .1 ) -
M aintenance of W arbird, H istoric and R eplica aircraft. This
CAAP provides information and guidance about the amended
provisions of CAO 1 04.0 and directions instrument No. 03/ 1 5 .

The following information is from the Single European Sky ATM
Research, the Federal Aviation Administration and the International
Civil Aviation Organization.

QUESTION:

W hat is SW IM ?

ANSWER:

According to ICAO' s Manual on System Wide Information
Management Concept, " The Global Air Traffic M anagement
Operational Concept ( D oc 985 4) envisages the application of
SW IM to promote information-based ATM integration, stated
as follows:
" The ATM operational concept envisages the application of a system-wide information management concept, where information management solutions will
be defined at the overall system level, rather than individually at each maj or subsystem ( programme/ proj ect/
process/ function) and interface level, as has happened
in the past."
W hile the origins of SW IM can be debated, the concept is

The AEA recently issued a letter to the Civil
Aviation Safety Authority that ex pressed concerns from
Australian AEA members regarding rumors of a potential ex tension of the AD S-B mandate.
W hile some issues may be no more than rumors, they
can sometimes turn into fact due to complacency. The
letter from the AEA asked the CASA for a response to
these rumors.
In short, the CASA response to these concerns reconfirmed the fact that the CASA has no plans to ex tend
the AD S-B mandate beyond 201 7. To read the official CASA response to the AEA authored by Carolyn

SW IM concepts and solutions has taken place, and is already
at various stages of development in different ICAO member
states " in a non-harmoniz ed way." M oderniz ation programs
such as Collaborative Action for R enovation of Air Traffic
Systems in Japan, China New Generation ATM System, Nex t
Generation Air Transportation System in the U .S. and Single
European Sky ATM R esearch in Europe all consider the
implementation of SW IM as a fundamental req uirement for
future ATM systems."
Common to all of the discussions about SW IM is the
FAA' s claim that " SW IM provides access to aviation information through a single connection." The SESAR states that " the
aim of SW IM is to provide information users with relevant
and commonly understandable information. This information
should be of the right q uality, provided at the right time and
delivered to the right place, so enabling the concept of netcentric ATM operations."
W hile everyone seems to be defining the benefit of SW IM ,
they functionally defined SW IM as a process rather than a
product. The FAA ex plains SW IM as " a technology enabler
that provides the IT standards, infrastructure and governance
necessary for NAS systems to share information, improve
interoperability, and reuse information and services. q
