The PASO is a regional international organization that oversees aviation
safety and security oversight in the Pacific Islands using guidelines provided
by the International Civil Aviation Organization. It was created June 11, 2005,
as a result of the Pacific Islands Civil Aviation Safety and Security Treaty
and is managed by a permanent staff based in Port Vila, Vanuatu.

For the past five years or so, the AEA has been
monitoring the efforts of the Regional Safety Oversight
Cooperation System. Known as the SRVSOP, it is
headquartered at the ICAO South American regional
office in Lima, Peru. The SRVSOP was created with
the signing of a memorandum of understanding in
1998 between the ICAO and the Latin American Civil
Aviation Commission. The SRVSOP is the regional
safety oversight organization that develops and maintains
current the Latin American Civil Aviation Regulations
known as LARs.
While the AEA involvement may be relatively young
at five years, the ICAO's involvement in the region was
one of the first regional groups dedicated to enhancing
harmonization and safety throughout a specific region.
The formal relationship between the individual
authorities of the region is even older.
The civil aviation authorities that participated in the
deliberations of the second Latin American Conference
of Aeronautical Authorities in Mexico in December
1973 established the Latin American Civil Aviation
Commission in order to achieve wider cooperation to
solve the problems of civil aviation in the states located
in South America and Central America, including
Panama, Mexico and the Caribbean states.
Similar to the PASO, the SRVSOP is a regional
organization of safety oversight established in 1998 that
began operations in 2002 aimed at:
* Promoting, in accordance with the ICAO, the
adoption of harmonized rules and procedures by
its member states.
* Promoting the adoption of cooperative agreements
between member states for the common

recognition and maintenance and training
approved organizations.
* Developing and conducting training seminars for
managers and technical staff of the member states.
* Recommending measures to the member states to
overcome the problems identified by the USOAP.
* Providing advice to member states in fulfilling
their obligations regarding safety oversight.
* Increasing levels of safety in the region with the
available means.
Following years of progressive success, the regional
goals for 2016 that have a direct impact on the AEA
membership include reducing the accident rate in South
America by 50 percent in relation to the global accident
rate, while recognizing the benefit of cockpit situational
awareness technologies worldwide and the introduction,
certification and, most importantly, the installation of
low-cost avionics that have provided safety-enhancing
technologies.
The implementation of the state operational safety
program and the operational safety management system
is the catalyst for the adoption of safety management
systems throughout the aviation sector. The AEA fully
expects to see a continued expansion of approved
maintenance organizations adopting and implementing
safety management systems. As these requirements
are expanded and implemented, don't forget that one
important AEA member benefit is the SMS program
designed for maintenance providers based on the
requirements of the ICAO SMS recommendations.
