* Aircraft marking and registration.
* Personnel licensing including pilot and maintainers.
* Airworthiness requirements including design and maintenance.
* General operating rules.
Anything larger than 25 kilograms will still have to go through
the SFOC process, and operating requirements are developed for
each case.
At this time, the TCCA does not plan another working group,
as there have been several groups that have provided solid recommendations for these rules. The NPA will be published through
the Gazzette in the near future. Watch the CARAC website

Australia
The Civil Aviation Safety Authority published a minor amendment to AC 66-06 v1.3 - Part 66 Licensing and the Trans-Tasman
Mutual Recognition Act 1997.
This advisory circular provides guidance to New Zealand
licensed aircraft maintenance engineers seeking a LAME licence
in Australia under the terms and conditions of the TTMRA.
The CASA also made minor amendments to AC 21-35(1.1) -
Calibration of inspection and test equipment.
This AC provides one method of providing control and calibration requirements for tools and test equipment. The method satisfies the Civil Aviation Regulations 1988 and the Civil Aviation
Safety Regulations 1998 calibration requirements for aircraft/
aeronautical product manufacture and maintenance.
This AC applies to those responsible for the calibration of
equipment used for measuring and testing of aircraft and aeronautical products:
* Manufactured under Part 21 of CASR 1998.
* Maintained by Part 145 of CASR 1998 approval certificate holders.
* Maintained by Regulation 30 of CAR 1988 certificate of
approval holders.
* Maintained by independent LAME and LAME/pilots carrying out Schedule 8 of CAR 1988.
Companies involved in the manufacture and maintenance of
aircraft and aeronautical products have an obligation to exercise
due care and diligence in ensuring the quality of the services and
products they provide. Demonstrating the fitness or purpose of
test equipment used is part of this due diligence.

European Aviation Safety Agency
After industry feedback and review of the comments by
the EASA, the agency has issued the first part (phase 1) of
CS-STAN as part of ED Decision 2015/016/R. This certification specification for standard changes and standard repairs
was required to provide the necessary standard to perform
standard changes as per 21.A.90B or standard repairs as per
21.A.431B. A later version (phase 2) based on lessons learned
and providing even more standards is planned for the future.
The implemented changes are expected to reduce the regulatory burden for the embodiment of simple changes and repairs
in/on certain aircraft when fulfilling the acceptable methods,
techniques and practices identified in the regulation. The new
approach is that neither a design organization nor the agency
is required to approve design data, and that a natural or legal
person entitled to release an aircraft after maintenance may be
acceptable to release the aircraft after embodiment of such a
change/repair. It is expected that this will be promoting general
aviation.
The certification specification covers the following aircraft:
* Airplanes of 5,700 kilogram maximum take-off mass
or less.
* Rotorcraft of 3,175 kilogram MTOM or less.
* Sailplanes, powered sailplanes, balloons and airships,
as defined in ELA1 or ELA2.
However, some of these new standards are limited even further to specific aircraft weight or operational criteria.
Concurrent with the issue of CS-STAN, the agency also
issued the necessary administrative guidance to identify who
would be accepted as eligible for the release to service and
under which conditions. Furthermore, the documentation of
such change and a new Form 123 has been identified to record
such change. Related amendments to AMC material has been
issued by the EASA for Part-21, Part-M and Part-145.
The decision was entered into force on July 9, 2015.
Another attempt to make maintenance rules for GA simpler and lighter is a new NPA 2015-08 on light Part-M. The
light Part-M objective is to propose a requirement proportional to the significant lower complexity and associated
risks of the lighter end of the GA community. The proposal
has been developed by the Part-M GA Task Force. The
alleviations include topics such as maintenance program, airworthiness reviews, defect deferment and guidance for TBO
extensions.
The phase 1 text applies currently to ELA1 aircraft not used
in commercial operation, while the next extension, called the
phase 2, will widen the spectrum of applicable aircraft.
The NPA is open for consultation until Oct. 9. q
