Garneau should need no introduction to
those in the aviation business. Although he
is a Navy man originally, Garneau took to
the skies as Canada's first astronaut. His
appointment seems to fit the portfolio, as
he brings a strong technical background
and an understanding of the needs of the
transportation sector.
His mandate is clear - the focus is to
be on economic growth and job creation
by strengthening strategic goals in the
transportation infrastructure. The transportation
sector is seen as key to all industries, and must
be kept strong and be further developed. In his
mandate, there are specific items identified;
however, nothing specific in the aviation
sector other than airport improvements. This
is disappointing since only a few years ago,
building civil aviation, particularly aircraft
certification activities, was prominent in the
budget and budget speech. There was to be
a focus on helping this part of the aviation
industry, as it was seen as vital to not only
aviation but all of Canada's economic
development.
Despite this, we should focus on the fact
that this minister has been given the mandate
to strengthen the middle class and small
businesses. As an association, we should
take advantage of this and strongly promote
the issues we face and the need for a better
regulatory environment to help spur aviation
business development. The AEA membership
is made up of small businesses, and it is vital
that our ability to compete in a global economy
is improved. AEA members are encouraged
to provide feedback so we can bring a
strong voice to the table. Members also are
encouraged to contact the minister directly so
a focus can be brought to the aviation industry.
We need to develop an environment that allows
for quicker and significant changes in policy,
regulations and standards that keep pace with
the aviation industry.

European Aviation Safety Agency
A few issues ago, Avionics News reported that
the Annex to the BASA between the U.S. and the
European Union had been amended. This Annex,
called the Technical Implementation Procedure
Rev. 5, had been released with two significant
amendments:

The mutual acceptance of so called
basic STCs whose validation does not
require the validating authority technical
involvement.
The reciprocal acceptance of current and
future ETSO and TSO without the need
to perform a technical validation.
While the STC process is in place and
can be used by applicants to get their
STCs validated, this is not the case for
the reciprocal acceptance of the ETSO
and TSO.

The TIP identifies in the related section that
this part of the agreement will only enter into
force after the Bilateral Oversight Board has
agreed and signed the BOB Decision 006. Since
the next BOB meeting is planned for midFebruary 2016, this will be the earliest date
when the reciprocal acceptance TSO and ETSO
may be in force and can be applied.
In addition to the revision to the technical
implementation procedures, the Maintenance
Annex Guidance also was revised in early
October. While the majority of changes
affect U.S.-based EASA 145 organizations,
the European-based membership may see
increased maintenance costs as a result of these
administrative changes.

a topic of discussion at the 2016 AEA Europe
