Maintenance Annex Guidance Change

Documentation
Federal Aviation Administration Notice N 8900.380 provides aviation safety inspectors with information to assist
FAA-certificated repair stations that also hold European
Aviation Safety Agency Part-145 approval. This notice is
intended to address recent concerns that have been raised by
certified repair stations and ASIs regarding the changes contained in the Maintenance Annex Guidance Change 6, Section
B, Appendix 1, paragraph 10, Release and Acceptance of
Components.
This is critical information for any U.S.-based EASA 145.

Safety assurance system: Conducting a
program manager/air carrier/air agency
inspection to detect unapproved parts
FAA Order 8900.1 Volume 6 on surveillance has been
revised to provide guidance for principal inspectors, aviation
safety inspectors, and aviation safety technicians conducting
unapproved parts surveillance/inspections at Part 91K program
manager, air carrier, and air agency facilities. This guidance
will assist inspectors in performing a comprehensive inspection,
including parts accepted into their system and parts approved
for return to service by the program manager/air carrier/air

agency. Consider information within Volume 14, Chapter 3,
Section 3 that discusses false and misleading statements regarding aircraft products, parts, appliances and materials.

News & Regulatory Updates
Transport Canada preparing several
updates to bilateral agreements
Transport Canada Civil Aviation has been working on several updates to bilateral agreements in various countries around
the world. This includes an agreement with Japan, China, the
U.S. and the European Union.
The agreement with China will be a significant update that
will allow Canadian manufacturers to extend their approvals to
sites in China. There also will be the acceptance of Canadian
Form 1 and some acceptance on maintenance.
In the U.S., the IPA and MIP are being revised to address
the separation of state of design from the state of manufacture.
In Europe, the MAG is being revised to change some items
regarding the acceptance of maintenance between the two
authorities. Originally, the plan was to remove the requirement for the supplement in the MPM, but this will no longer happen. However, there should be some changes in the
TCCA's requirement to audit Canadian companies that have
an approved supplement. It is possible the frequency will be
increased from the current two-year period.
A lot of the TCCA's time is being put into these agreements
to help the Canadian industry be more competitive. With the
coming changes, it should also lower the TCCA's workload in
certain areas and allow for a focus on internal policy.
