SOUTH PACIFIC News & Regulatory Updates Australia In August 2016, the Australian government's Civil Aviation Safety Authority published an amendment to AAC 9-1 - Aircraft Maintenance Engineer Licensing Examinations. Revision of AMC/GM Part 42 In September, the CASA published a revision to AMC/GM Part 42 - Continuing Airworthiness Requirements for Aircraft and Aeronautical Products. AC 21-27 v2.0 The CASA also published a revision to AC 21-27 (v2.0) - Manufacturing approval - overview. This AC is one of several that provides assistance and advice concerning manufacturing authorizations of aircraft, aircraft engines, propellers, articles and aeronautical products. Other related ACs include AC 21-14, AC 21-16 and AC 21-601. All of the information from the CASA can be found online at http://www.casa.gov.au. New Zealand The Civil Aviation Authority of New Zealand has revised Advisory Circular: AC21-8 Design Changes - Supplemental Type Certificate - Revision 1, and AC21-8 Appendix A Project Specific Certification Plan Template - Revision 0 - Sept. 2, 2016. Revision 1 updates and expands on the existing guidance. The CAA now requires new STCs to be supplemental to aircraft type accepted or certificated in New Zealand. The project-specific certificate plan template now includes a sample compliance checklist and is moved to a separate advisory circular appendix (AC21-8 Appendix A). This is the initial issue of the advisory circular. The CAA also published Advisory Circular AC2111/AC91-23 Electrical Load Analysis - initial issue. EUROPE News & Regulatory Updates European Aviation Safety Agency: Import of aircraft from other regulatory system, and Part-21 Subpart H review Notice of Proposed Amendment 2016-08 addresses a regulatory coordination issue mainly related to the import of aircraft into the European regulatory system and the revision of Part-21 Subpart H. This NPA proposes amendments to Part-21 and Part-M in order to guarantee their consistency with regard to the issuance of a certificate of airworthiness and an airworthiness review certificate for aircraft being imported from other regulatory systems. These aircraft can be either foreign-registered aircraft or European aircraft not subject to Article 1.2 of the basic regulation. Regular update of CS-25 The specific objective of NPA 2016-07 is to propose an amendment to CS-25 following the selection of noncomplex, noncontroversial and mature subjects. The ultimate goal is to increase safety. This NPA proposes to: * Amend CS 25.1309 and AMC 25.1309 in order to clarify the provisions related to the exception of cabin safety equipment from CS 25.1309(b). * Amend AMC 25.1309 in order to reflect the current aircraft and systems development practices that make use of development assurance levels assignments; the proposal introduces the relationship between the severity of a failure condition and the DAL. q aea.net/regulatory/regulatoryupdates.asp avionics news * october 2016 15
