The existing production quality oversight model is an example of what the
next generation of oversight will look
like for the FAA. Under current regulations, the FAA does not examine each
product and article as it is produced
(although it retains the right to do so).
Instead, the FAA examines the production quality system. So long as the
production quality system is working
as intended, it prevents noncompliant
products and articles from being released
from the production quality system (that
is, it prevents escapes).
An examination of a robust system
can be accomplished through a record
analysis, which allows the FAA inspector to readily view the health of the production quality system during a period
of time. This same broad view would
not be otherwise possible without an
extended visit to the facility, performing examination of products and articles
over time. Thus, investigation of the
quality system and its records allows
the FAA to save time while achieving a
comparable level of safety oversight to a
much lengthier and less-efficient articleby-article analysis.
This sort of system does not work
unless the regulated company has a
robust system that it maintains with
integrity. But the system breeds integrity,
and the records systems tend to readily
highlight those quality systems that are
not meeting the high levels of safety performance expected by the FAA.
The FAA intends to extend a similar
system for the development of aircraft
product and article design. Such a
"design organization" would follow a
carefully scripted manual in its development and design certification program.
Like the production quality system, a
design quality system would reflect a
process that includes internal checks
and balances to support regulatory
compliance. It would likely include a
rigorous internal verification system
to correctly identify certification basis,

and a certification methods library to help
develop appropriate tests, inspections and
computations to show compliance in the
right circumstances. It might include independent review of engineering findings to
verify that the findings are robust (tests,
inspections and computations are adequate
to show compliance) and correct (tests,

inspections and computations actually
show compliance). Of course, an effective
design quality system would document
the findings made in order to permit the
FAA (or any other appropriate authority)
to assess the health of the system through
