Don't misread my words. The Aircraft Electronics Association fully
supports the fundamental safety goals of the FAA's Safety Assurance
System. What concerns the association is the change in the 'acceptable
means of compliance' without due process. Without dwelling on the
lack of notice and comment as the processes changed, I truly want to
get past the messenger and focus more on the message.

Validate the performance of a certificate holder's
approved and accepted programs for the purpose
of continued operational safety.
Let's take a look at each statement from FAA
headquarters. First, the Safety Assurance System is
not a separate safety standard and does not impose
additional requirements on certificate holders.
The first sentence contains two statements; first, that
SAS is not a separate safety standard. That is, it isn't
a new regulation. And second, it does not impose any
additional requirements on the certificate holder. That,
my friends, is simply not true. While it may not have
intended to add any additional requirements, it certainly
has added extra administrative burden. But as the
leadership of the FAA clearly states, it is not intended to
add extra burden.
The next sentence is helpful in understanding the
intended application of SAS. The SAS policy and
procedure provide aviation safety inspectors with
standardized protocols to evaluate certificate holder
programs required by regulations to be approved or
accepted.
So in simply reading the SAS policy, it is a tool for
aviation safety inspectors, or FAA employees, to help
with standardization while evaluating, approving and
subsequently auditing (I know, you don't audit) the
certificate holder. Even though the purpose of the policy
may be to assist the ASI, it cannot be done without some
impact on the certificate holder, either through more or
different explanations in your repair station manuals, or

by simply assisting the ASI in establishing their baseline
overview of your certificate.
The final opening sentence is the most confusing.
SAS implements FAA policy by providing safety
controls (i.e., regulations and their application) of
business organizations and individuals that fall under
FAA regulations.
This sentence seems to be contrary to the opening
sentence. That is: The Safety Assurance System is
not a separate safety standard and does not impose
additional requirements on certificate holders. I agree
that the regulations have not changed, but when the
agency changes or adds to the "acceptable means
of compliance," that does, by its very nature, affect
the safety standard or affect the certificate holder's
requirements.
