ADS-B Out systems
The following information is from the
Federal Aviation Administration March
2, 2016, memorandum titled: Installation
Approval for ADS-B Out Systems.

QUESTION:

Is the installation of ADS-B a major alteration?

ANSWER:

For ADS-B Out systems, yes, they are to be treated
as if they are major, even if it is only a software
upgrade from a non-ADS-B transponder to an
ADS-B compliant transponder.
As is the case for most avionics installations,
especially in light general aviation aircraft, the

AEA meets with Transport Canada leadership
The Aircraft Electronics Association provides many services
to its member companies, with advocacy and communication
being two of the most important elements. To that end, the AEA
met with Transport Canada Civil Aviation leadership at the end
of October in an effort to bring the industry's voice to the table.
The AEA has worked with the TCCA for many years helping
individual members, being the advocate for issues, and helping in
the development of policy. The two new director generals for the
TCCA and the new director of standards are individuals whom
the AEA has not worked with in the past, and it was important to
meet face to face to establish a direct relationship.
Although it is important that the AEA is voicing the concerns of
the industry, the focus of the meeting was to provide an introduction to the association, provide details to the extent of the avionics
industry in Canada, communicate how important it is, and offer
assistance to the TCCA. Several items were discussed, and plans
were made to schedule regular meetings in the future.
The TCCA recognizes its impact on the industry's ability to be
competitive globally and that current regulations and policy are
hindering this. To that end, there have been adjustments in the budget, and priorities have been placed in several areas. The TCCA has
focused for several years on its oversight/safety responsibility, and
there has not been any real mandate to promote the industry. It is,
however, recognized that focusing more on the promotional piece

a major alteration. However, the FAA ADS-B Out
memorandum dated March 2, 2016, requires the
filing of FAA Form 337 and, by extension, requires
follow-on ADS-B Out installations to be treated as if
they were a major alteration.
On the other hand, lacking any specific guidance
and policy to the contrary, ADS-B In systems are
considered normal avionics, and the standard
regulatory analysis of the alteration (major-minor)
is used to capture the appropriate level of the
modification.

The TCCA's role internationally also was recognized as an
important aspect of its mandate and in promoting industry. The
TCCA is a highly recognized authority around the world, and
maintaining this status is important to the industry's ability to be
competitive. Part of the change to the budget allows for better participation in international events. The TCCA also has put a lot of
effort into bilateral agreements in the last year. The recent signing
of the agreement with China and the upcoming update to the maintenance procedures with the Federal Aviation Administration and
the European Aviation Safety Agency are examples of these efforts.
The TCCA's ability to make changes to regulations and issue
guidance material was discussed. Due to several issues, there
has been a trickle of regulatory activity in the last few years.
Some of this has been due to the staffing levels. The other factor
has been the overall government process in making regulatory
changes and issuing policy or guidance. The TCCA does not
have a large influence over this, but it is looking for different
ways to take advantage of more expedient processes.
Several initiatives are in the works, including guidance on
AME licensing, ELT standard changes, guidance on minor
design changes and SMS. The SMS process is being reviewed,
and it is the TCCA's intention to revisit the manner in which it
will be implemented for the manufacturing, design and smaller
AMO businesses.
Overall, the meeting was beneficial and laid the groundwork for future efforts. There will be regular meetings with
the TCCA to allow for the proper forum to bring concerns and
develop action plans. Additionally, the AEA will coordinate
efforts with other associations to ensure that we, as an industry,
are using the TCCA's resources effectively. q
