ast year came to a close with an unprecedented
rulemaking: the drone rule. While normal regulations
take between five and 10 years to pass all the normal
regulatory hurdles, the political wind in Washington, D.C.,
regarding the unmanned aircraft systems was such that many
of the normal public protections were bypassed (or appeared to
be minimized) and a regulation was published in an unmatched
60 days. In contrast, the Federal Aviation Administration
testified before Congress why it couldn't complete the
congressionally mandated Dec. 31, 2015, timeline for
implementing the Part 23 Reorganization Rulemaking
Advisory Committee recommendations. While, in the
FAA's defense, the Part 23 activity is being fast-tracked
and we expect to see an NPRM in early 2016, it is quite
clear these two initiatives have different political winds.
The fourth quarter of 2015 also saw a major change in the
globalization of aviation with the October revision to a number
of international bilateral aviation safety agreements. While
the U.S. industry was focused on a new mutual acceptance of
aviation products between the FAA and the European Aviation
Safety Agency as well as formalizing the long-standing
acceptance of FAA-approved products by Transport Canada,
in Europe, the agreements go much further. For Europe, the
EASA is formalizing agreements that allow for the mutual
acceptance of products between Europe and Canada, the U.S.
and also Brazil. There were other aspects of the individual
BASAs, but the one that was most impressive for the avionics

industry had to be the new approach of mutual recognition of
the civil aviation authorities' oversight of the manufacturing
industry's production of products conforming to technical
standard orders and the ability of these products to be used on
the state-of-registry aircraft without additional, administratively
burdensome, redundant approvals. Well done!
As 2015 came to a close, one of the Washington journals I
routinely read highlighted some of the non-aviation regulatory

changes that we will likely see in the U.S. in 2016. Focusing
on the president's final year to cement his legacy, the journal
brought up 10 likely regulations from the Department of Labor's
efforts to regulate overtime pay or the disclosures of financial
advisors to the Security and Exchange Commission's proposal to
require disclosure of top executive compensations. The journal
only briefly touched on the White House's extraordinary use
of executive orders in lieu of regulations, although some of the
proposed regulations are intended to codify some of the earlier
executive orders issued in 2014 and 2015.
We are seeing a significant level of activity on the aviation
side, as well, beginning with the anticipated proposal to change
